If you compare her dialogue in HG/SS with the one in FR/LG she actually sounds more cold and serious there, so I don't see how they softened her up. I also don't see why just changing your style makes you a complete different person even if your personality is still the same as ever.
From FR/LG:
"I had a vision of your arrival! I have had psychic powers since I was a child. It started when a spoon I carelessly tossed, bent. I dislike battling, but if you wish, I will show you my powers!"
From HG/SS:
"I knew you were coming... Three years ago I had a vision of your arrival. You’re after my Badge. I don’t enjoy battling, but it’s my duty as a Gym Leader to confer Badges on anyone who has proven him- or herself worthy. Since you wish it, I will show you my psychic powers!"
It's practically the same quote. And all I can derive from either is that she dislikes battling, and her visions are really sporadic.

Yes, because it's supposed to make the city bigger. Since it's Kanto's biggest City. Goldenrod was the same way. Castelia and Lumiose technically as well.
I can't remember if Jubilife had a bunch of unused buildings, but I remember Lilycove didn't.
I have a love and hate relationship with Lumiose. It's incredible to see a city that detailed, but it's so frustrating to navigate. Then again, the developers seemed to put more effort in it than other places, i.e. Clemont's gym, the cafes, Looker's side quest, the restaurants, the hotels… yeah I think the devs got a little overexcited and neglected some other aspects of XY.
Gamefreak makes solid gameplay mechanics and systems, but they are lousy programmers for the pedigree they're at. Both DP and XY showed how terrible they are to adapt to new systems, and they even had extra time to get used to the 3DS. They really need to find another Iwata who can manage that stuff.

I thought Celadon was supposed to be Kanto's biggist city?
Celadon does have a larger number of NPC's, but Saffron has about twice the number of buildings. If you compare a map of real life Kanto to Pokemon Kanto, Saffron would be Tokyo, so it's probably meant to be the biggest.
Saffron and Celadon are supposed to be different parts of Tokyo, I think. Like I think Saffron is Shinjuku and Celadon is Shibuya or something.
Would explain why they're practically on top of each other.

Dude she's the only gym leader so far shown to have gotten her gym by beating the snot out of the older gym and running it out of the league. That alone says something about her character.
Now take that she was rocking the strongest type in the game and unlike the other leaders had abilities above that of normal humans and it's fair to say she was built up to be the player's toughest challenge up to that point. Also much of her earlier artwork demonstrated a colder and strong persona, whereas post gen 4 Sabrina is now an actress dressed in Cali-gear that's been made more down to earth and feminine. Like I appreciate giving her more qualities outside her gym life but I don't like image wise she's not as intimidating as before and dare I say geared more towards fanservice.
