He probably has been. He made an offhand reference to "Megan's Law" at one point in the context of the Griffins letting him watch their kids while they were off doing something.
Did anyone expect him to die in the last episode? Since they already did a domestic abuse episode involving him and another one in the Cleveland show (with Quagmire's parallel character) it seemed too recycled, I was expecting a surprise.

Find the Light in the DarkI'm gonna be very candid here, Quagmire used to be one of the funniest characters of the show, but sooner or later, that all changes. I agreed with some people, Quagmire went from a pervert to a huge hypocritical jerk ever since "Jerome is the Black" came out. Quagmire will crack me up from time to time nowadays, but I don't like how the writers are doing to his character in the past 5 seasons.
I used to like Quagmire, but later on like everybody his Jerkass levels became unbearable and even worse he's become a favorite of the writers who constantly try to make him seem sympathetic or "right."
Most of the problems came when they tried to make Quagmire one of the more lucid characters. Most of the characters in Seth's shows that are 'lucid' really aren't, they're just retreads of the wacko characters, only twice as hypocritical and with the irritating tendency to be the Designated Hero of the story (eg. Lois, Brian, Hayley, Francine), not to mention often lacking the benefit of being as funny as the wacko ones. There are no real Straight Men anymore, and even if there were, Quagmire wouldn't make a good one.
I could argue one of the better points of The Cleveland Show is that they just rolled with this and established pretty much everyone as an demented hypocrite.

Eh, with Hayley and Francine they were quickly made to be just as "bad" as the Designated Villain characters, while the Designated Villain types often had sympathetic motives or at least weren't all wrong.
Part of why American Dad has never gotten as bad as Family Guy did at its worst: nobody's a designated hero, but nobody's a Hate Sink either. They all have their ups and downs depending on the context (and quite varying interpretations episode-to-episode, i've noticed).
I dunno, the problem is that despite the greyness, about 99% of the show still concludes in a black and white manner with Stan admitting he was wrong while the other (who is often just the lesser of two evils) is enabled. Seriously how many times has Hayley been made to admit she was wrong and faced any sort of comeuppance like Stan? Even in extreme cases such as 'Bollocks To Stan' and 'Pulling Double Booty'? How many episodes have revolved around The Unfair Sex for Francine? They might at least make more gags at their hypocrisy, but it's futile when the Aesop (usually always directed to Stan and only Stan) still tends to be the part played straight, arguably even more so than Family Guy.
I could argue Family Guy has at least gotten past the point of just using the Bumbling Dad formula over and over, directing Aesops at other characters and even Deconstructing Lois and Brian for being full of crap every once in a while (not as often as they should but still more than their American Dad counterparts).

I'm not saying Quagmire can't have moments of clarity, but there's a difference between that and trying to make him into a prudish Grumpy Bear archetype who bitterly self deprecates everything. Add to that the Comedic Sociopathy and Rule of Funny humor is used so frequently it's impossible to make a Straight Man who isn't a complete hypocrite.

Cleveland and pre-cancellation Brian were the closest this show had to straightmen.
Cleveland is now basically 'black Peter' and half the fanbase hate Brian for being a sleazy hypocrite.

I don't know how I feel about him.
At one point, however, he was one of those characters who in real life would be incredibly unlikable and yet very hilarious to watch.
