And I choose the first image because it clearly focuses on Palpatine's face as well as Luke's agony. Plus, it erases all doubt that Sidious is a monster.
Tarkin requires more pictures to establish his connection to the Death Star's superlaser, and even that isn't enough to emphasize the fact that Tarkin targeted a civilian planet (rather than just a blue planet). As far as the common reader knows, that planet may be uninhabited.
In the first two pictures, we clearly see that Luke is absolute pain from blue lightning, and the blue lightning comes from one source: Darth Sidious.

Au contraire, the Sidious images show him targeting one person (and not an innocent bystander), which is rather little. So I have to dispute Shadao's first two points.

I disagree with the criticisms. The GI Joe image features Zartan killing only one G.I. Joe. And when it comes to war, there are technically no innocents to begin with (as Palpatine justifies with kidnapping Force children). Plus, from the context of the film, Luke does not have his weapon. He is unarmed. And Palpatine isn't defending himself. He is... disappointed by the rejection and decides to show just how forgiving he is compare to Vader.
Sure, it may seem little. But that is where Palpatine's sadism and evil is best shown. You don't have to kill hundreds of people just to prove you're a monster. Just destroy one person slowly and painfully is enough to get the point across.
I have no idea what is going on up there. for that image.

So in other words, we are supposed to view Sidious as a monster for hurting one person. That's not quite enough to make this trope. The other image is also bad, following your explanation.
As for the bottom panel of 5 I am seeing a planet being partly devastated.

Sidious is the type of person who will make you wish you were dead. One person, depending on what method he uses, is enough to showcase a monster, as demonstrated by the various images I see on the Complete Monster subpages.
Palpatine is using Electric Torture on Luke. And he is doing it out of anger and amusement rather than fear. And it's one of the many, many crimes he has done over his career.
