I think the distinction between Inigo and the Joker is so stark that the pic should stay as is on Good Scars, Evil Scars.
Also, even if Joker isn't considered a good image for this, I'd rather option 20 than option 13.2, for the same reasons referred to in post 16.
Putting the Band Back Together can always be replaced with something else. If you like I can look for more specific examples later on today.

I don't think the Joker pic is worth it if we have to find a replacement for it on Good Scars, Evil Scars (it works well there for the reason in 27). Of all the other suggestions, 13.2 is the most concise, since the text on 20 doesn't have anything to do with Impersonating an Officer. That can go on Putting the Band Back Together, too.
If 20 doesn't end up on Putting the Band Back Together, could the bottom panel of it work on its own? (Maybe with the text whited out, to show her taking off the uniform)?

She's taking off her uniform, in a supposed squad car, with a supposed suspect in the back seat, telling him that he's not going to jail, and that she's putting the group back together, and asking him if he's heard from the others. How does that not demonstrate that she's impersonating an officer?
If nothing else, it demonstrates it better than the option from post 13 does.

Sorry, should have worded it better. It's more concise. Text on the bottom panel ("You haven't heard from any of the others") is all about Putting the Band Back Together, not Impersonating an Officer. The text in the top panel is okay.
Her taking off the uniform drives home the "impersonating" point more clearly, IMO.
That said, either "top panels only" or "top and bottom panels" seem better than the option in post 13.

Anyway, I made a crowner with 13.1, 13.2, and 20. Don't know if "No pic for now" and "20 (top panel)," "20 (bottom panel)" should be included as options.

Honestly, I thought your comment about 13.2 was addressed with 17's response.
But to explain my own opinion on 13.2:
For starters, the context that this page is about someone impersonating an officer helps get the message accross that this is not a real police officer. For another thing, the moustache is a totally different color than her hair (implying that it's fake), and her body language shows someone who's overacting. Also, she has no badge. And no gun.
I think she looks enough like a cop and enough like a not-a-real-cop to illustrate the trope.
13.2 is more concise than 20 and, imo, is clear enough, so I think it's a better choice than 20 (which is already reflected in my crowner vote).
