Dead Rising is very silly but still a lot more grounded than the sequels, it's true. It's especially obvious with the Psychopaths, who are darker and feel more like actual people gone nuts from a horrible situation in the first one (even sillier ones like Adam), whereas they took a turn for the ridiculous in 2 (Dead Rising 3's felt like the best of both worlds in that regard).
In any case, it's possible that Frank isn't actually the lead (though he's obviously playable) - but is front and center in this teaser because he's the series mascot. It'd be the same reason why he's out of character here - he's not acting like Frank, he's acting like the players do when they're going nuts playing with all the weapons and such since that's the main draw of the series. The basic idea of both is what brought us Off The Record.
They could even be doing a thing like GTA V, where you can play as multiple characters (a game where you can be Frank, Chuck, Nick and a new protag sounds very fun).

I'm guessing in a way, this is a like an anniversary game for Dead Rising(Frank's back with his camera and we're heading back to Willamette). I'm guessing this game will tackle the whole (DR 3 SPOILERS)Isabella turning out to be a villain. Would be fitting, really.
One of the psychopaths will be a disgruntled Mall Santa/one of Mall Santa's elves. The survivor you rescue from them will be some poor saps in elf/a Santa costume.

This is the same guy who turned an entire malls worth of goods into a murder machine for zombies and took the opportunity to take snap shots of his handy work while he was at it. If anything I would fully expect such a person who has been at the start of the outbreaks and the time frame of two other games to maybe go a wee bit weird in the head by this point.

Frank Rising was a waste, although the base game was fun.
It's also very seasonal. The zombie equivalent of Christmas NIGHTS.
I felt DR 4 was the weakest in the series. Admittedly it was great gameplay wise, but I loathed how they got rid of psychopaths.
The battle with Cliff Hudson was one of the highlights of the original. Hell all of the psychos in DR 1 were great. DR 2, less so, and 3 were kinda meh as a whole.

Personally, I would've liked a new main character. I almost couldn't tell this was Frank, apart from taking selfies, but that seems a little out of character for him, he's never this cavalier.
This guy is delightfully insane, to the point where he'll take selfies with zombies, dress in outlandish battle armor, turn candy canes into weapons, and enjoy the zombie apocalypse to satisfy some violence fetish.
But no, you're the photojournalist again, so unless DR 3 did something I don't know about, we'll probably be hunting for Zombrex again.
Dead Rising seems to be pulling a Saints Row and reveling in its insanity (1:02) and I can accept that. When the series stops taking itself seriously and just wants to have fun with its premise, it can be alright. I could never tell whether Dead Rising 2 wanted me to care about Katie or if I was supposed to cross-dress and build awesome shit for my motorcycle. Dead Rising 3 expanded the story, but you had those boss fights that were more "this is completely silly" than "this person has lost their grip on sanity and you are fighting for your life."
Yeah the first game was utterly ridiculous, but it felt down to earth compared to later entries.
