They call it many things. Karma. Justice. Fate. Just deserts. Many cultures have different ways of putting it, but all have noticed the trends that manage the world. How good triumphs over evil, how the underdog overcomes the giant. Most believe it to be some natural consequence of the world. Some say that it is god's hand at work. Well, we don't claim to work for god, that would be a little presumptuous of us. But our employers are powerful enough that many would mistake them for god in their own native universes. You don't know who they are, indeed you will never meet them. But rest assured, our mission is of vital importance. Without us, the whole multiverse would fall apart.

The common people of the multiverse know nothing of us. We work in the shadows to make sure that reality follows the intended course. Imagine, if you will, a train. That train has a track, one that it must run on in order to continue forward. Think of any given universe as a train, and the events that shape that universe as the track. So long as the train stays on course, all is well. But if the train deviates from that course, if events do not follow a given path, then only devastation awaits, as the train crashes, and the universe itself is threatened with destruction. Our employers have seen this happen countless times. And so they have formed this agency, known only as The Agency to those within it, to protect the mulltiverse.

You may be asking, who could possibly be trusted with such responsibility, to protect the lives of billions and trillions of beings? Members of our agency are picked from among the most exceptional beings in the multiverse. Each potential recruit goes through a heavy vetting process to ensure they will fit our needs. The first step is what many consider the last. Death. This ensures no loved ones or enemies will wonder what happened to a recruit, and helps to make sure we have seen all of a recruit's potential before considering them. Then we train them. It is not as long of a process as you may think. Indeed, most recruits learned the skills they need for this job in their past life. Those they did not learn, we teach, or match them up with other partners who will cover the skill gap. Most of the "training" consists of explaining the nature of the multiverse and the importance of our role. And after that, they are deployed into the field.

We do not claim this is a happy job. Agents are often unhappy with particular actions they are ordered to take that conflict with their own personal code. We kill when we need to. We frame, lie, steal, deceive, betray people when we need to. But we assure you, everything we do is necessary for the protection of the multiverse and the greater good.


Good day fellow TV Tropes R Pers. It's time for yet another reboot of an RP from me, this time one of a much different nature then my last one. This is yet another crossover RP. The basic premise here, as I laid out above, is that your chosen character, after they die, is offered a position as a new recruit in The Agency. When we begin the RP proper, your character will have already been a member of the Agency for a long enough period of time to not require exposition on why they are around and such. At least a few days to a few weeks or so. No mass introduction of characters will have taken place, although if individual players want to have characters meet already, that's fine.

As for what the "Missions" themselves will entail, that will vary wildly, Some will be stealth missions where the idea is to remain unnoticed while completing an assigned objective. Could be something like "Stop this villain from doing X to ensure he wins against the hero" or "Frame this guy for the death of a character". Others will be more explosive, with objectives to match. Maybe "Dress as forces of X country and blow up Y." I'm open to ideas on missions and the settings the missions will take the party to. And of course, all is not as it seems. A running theme I wanna establish is that not everything is black and white here. You'll run into resistance, somewhere out there, there may be someone or something trying to work against the Agency, and they might not be as evil as The Agency wants you to think. I'm a fan of moral ambiguity and stuff like that.

Now for rules. Few guidelines to keep in mind.

  • The agency is only interested in exceptional individuals. No yanking generic NPC #3925 into this game, and no OC's. If you can't fill out all the fields in the signup below (Apart from maybe powers if your character is explicitly a badass normal), you are recommended to rethink your choice.
  • Power levels are handled on a case by case basis. I'll work with you to allow any character you are interested in using, but if you're too powerful, you will be nerfed.
  • The Agency is a non-discriminatory organization. People of all shapes, sizes, or moralities are allowed to join the ranks. That said, you are expected to work as a team with other people who you may not like. If your character is incapable of playing nice in a team setting, you're recommended to choose someone else.
  • Regarding the whole "Your character dies before offered the chance to join" thing. Should your character not have a canon death to work with, you're free to say "They died of natural causes" or something. They'll (usually) be brought back in their prime, or at least close enough so they can contribute to the team. Also remember this is a voluntary position. Due to the nature of this RP, characters are NOT being brought here against their will like many other crossover RP's.
  • An important note, when your character arrives (Be it at the start of the RP or later on), they'll be assumed to know the basic idea behind the Agency and why they are here. They also will already have been a member for a time period of your choosing (No less then a few days and no more then a couple of months). Whenever they are a new recruit and this is their first team assignment, or they are being transfered in from a different team, I also leave to player discretion.

Codename:Smooth Criminal

Picture: You've been hit by/ you've been struck by/ a smooth criminal.

Psychological Assessment: Roman has a very simple goal in life. To survive. He'll do anything. Lie. Cheat. Steal. Whatever it takes, if it provides an advantage or opportunity, he'll take it. A cynic, accustomed to the coldness of the world, which according to him, doesn't care about spirit, he's a constant snarker, and will often call out the optimism of heroes who believe they can save the world. He does what he does not because there's something to gain, but because there's things he can't afford to lose. Despite his condescending attitude towards his subordinates, enemies and other people, he is still quite the smooth talker. Some might even call him gentlemanly at times, though quite a snarky one. He's prone to coming up with nicknames for his enemies, such as calling Ruby Rose 'Red' or 'Little Red', and her teammate Weiss 'Ice Queen', though this could be due to not knowing their names. He's very much a pragmatist and a ruthless, and will not hesitate to retreat when put in a bad situation, and is willing to use lethal force on a 15 year old girl when she foils his plan. He's very prone to underestimating his opponent.

  • When it comes to teamwork, he's willing to work with anyone it benefits him, however clenched his teeth may be as a result.

Skills and Abilities:

  • Melodic Cudgel: Roman is extremely skilled with the use of Melodic Cudgel, a cane that he uses as his personal weapon. He plays mostly on the defense, taking a cheap shot when the opportunity presents itself to gain the upper hand or land a hit in. He can also use the handle of Melodic Cudgel as a grappling hook, while the base of the cane can open up, complete with crosshair, and fire an whistling, unstable, explosive red or white shot of Dust, aesthetically much like a Roman Candle firework, with enough power to blow large holes in pavement. He's able to fire off multiple shots in quick succession. He can use the hook of the handle to catch the flare and throw at his enemies. The body is able to be bent slightly. Using the handle of the cane, Roman can disarm, grapple and lower the defences of his opponent.

  • Smooth Talker: Roman can be very persuasive, so much so that there are theories that his silver tongue is his Semblance (a unique magical/supernatural ability that draws on Aura). Regardless of whether the theory is true or not, Roman has been able to rally a group of White Fang members, a group of militant Faunus that despise humans, whilst being a human himself and actually using himself as an example of how humans are horrible. It's also a possible explanation for how he manages to keep a group of followers despite being a Bad Boss.

  • Piloting: Roman is a skilled pilot of aircraft such as the Bullhead and the Atlesian Paladin.

  • Management and planning: Roman is criminal mastermind, being a well-known criminal with lackeys. Whilst working for someone else, he's shown to plan which stores to rob for their objective using a map based on the risk of law enforcement interfering. He's been able to obtain most of the Dust in Vale, one of the Four Kingdoms of Remnant, due to his schemes, showing that his plans are a force to be reckoned with. He's also really good at planning escape routes in the event of failure.

  • Pickpocketing: Roman is a skilled pickpocket, able to take a piece of paper from another thief while being right next to her without her knowing, despite close contact.

  • Reflexes: He is able to completely deflect several point-blank shotgun blasts from gun-chucks in rapid succession from a swift opponent, though this has been slightly lowered, now only able to deflect one or two close range blasts. He's also able to deflect nearly all the close range attacks from two swift opponents attacking him at the same time. He's also been shown to keep track of the position of high-speed or evasive opponents, such as Blake Belladonna, who's able to use her shadow clones to dodge attacks. For visual reference.

Powers:

  • Aura: Roman, like all things with souls from the world of Remnant, has Aura, which is a physical manifestation of the soul. Each person's Aura color is unique. However, Aura must be unlocked to use for anything of worth. Judging by the abilities he's demonstrated, he's most likely had his unlocked.

    • Aura Defense: Aura is normally used as an invisible forcefield, protecting the Aura user from harm. This allows Roman to withstand blows that would normally kill most normal people without harm, though he can still feel sensations such as pain, and can still be moved from knockback and such. Attacks on Roman while the forcefield is active wears down his Aura levels. When Aura levels reach 0, a colored sheen can be seen rippling across his body, indicating that he's now open to harm. It is still possible to harm someone through Aura by using any blow powerful enough to 'brute force' its way through.

    • Aura Offense: All weapons and armor can be strengthened by channeling Aura through them. This allows Roman to increase the attack power of Melodic Cudgel beyond that of an ordinary cane. One can even augment the power of their unarmed attacks.

Case History: Little is known of Roman's past. All that's known is that he's a ruthless criminal mastermind from Vale, one of the Four Kingdoms of Remnant, and one of the few sanctuaries against the monstrous Grimm. Working under the employ of Cinder Fall, Roman was able to seize almost all the Dust in Vale for a plan to blow open a hole in Vale's perimeter to allow Grimm to enter the city. However, this plan was forced to begin early, and horde of Grimm was stopped by the Hunters and trainee Hunters from the nearby Beacon academy. Roman was then captured by the Atlesian military and kept in a cell on an airship. This too, however, was part of the plan. Come the Vytal Tournament, he is freed by his companion Neopolitan (Neo), and seizes control of the Atlesian airship and robotic ground forces. After a scuffle on the deck with Ruby Rose, a Huntress in training and something of his arch enemy, in which Neo is tossed off the deck and a horde of Griffon Grimm surround the ship, he soundly defeats her and rambles about the coldness and futility of spirit and idealism as he continuously beats her, he is promptly eaten by a Griffon who sensed the despair and negativity in his words.

  • Name: Seija Kijin
  • Universe of Origin: Touhou Project
  • Codename: Shiftman
  • Picture: Subject continues to steal assets in order to make extravagant self-portraits.
  • Psychological Assessment: Recalcitrant and flamboyant. She has "cooled down" since initially drafted, but still seems to be harboring hostility towards the Agency. Subject is very good at hiding that fact, though. She is generally gregarious (if crass) when interacting with staff and other agents, but most of her psychiatric tests suggest that she is ultimately a pathological liar and a textbook case of some traits of sociopathy. This facet of her already concerning psyche is apparently part of her species' nature to simply enjoy earning the scorn of others through duplicitous actions. While this would normally make her entirely unfit for working in the capacity of an agent, let alone in a team-based setting, she seems to fear death more than she enjoys being hated and as such keeps in line. Using this fact to enforce proper behavior on her part has already proven effective, and should continue to be exploited.
  • Skills and Abilities:
    • Rogue Training: Having spent a large portion of her life breaking and entering, she has gotten very skilled at it. Subject is skilled at lockpicking, pickpocketing and remaining undetected while wearing visually distracting clothing.
    • Youkai Heritage: Subject names her species as "Amanojaku" which we have tentatively identified as a race of demons, and as such has physical characteristics different than those of humans. She is strong and durable, but won't be punching boulders or taking bullets to the head. Seija has also displayed minor regenerative abilities, but nothing major in comparison to other Agents at our disposal.
    • Ideology: She has instilled a dimension-wide revolt among beleaguered masses on at least one occasion, and this appears to have been done via the power of public speaking. Despite having no formal training, she seems to be very good at inciting riots and getting large groups of people angry for no particular reason.
  • Powers:
    • Reverse: She can flip stuff over. Essentially, she can levitate and vertically flip objects at will, with nothing more than a thought. It isn't the most-useful sounding ability, but it does have its capacities. Cars can't go anywhere when their wheels are in the air, people can't stab you when they're landing on their head, cameras aren't useful when they're staring at the ceiling. There generally is a limit to what she can flip over size-wise, and it is tiring to repeatedly use. She claims to have lifted and flipped an entire castle at one point, but also claims those were extraordinary circumstances.
    • Flight: With not much more than willpower, she can magically levitate herself and fly.
    • Miracle Mallet (Authentic Replica): The only object from subject's previous existence currently in Agency hands. Can it grant wishes, shrink and grow, and upend reality as we know it? The real one can, but this one will suffice. As it stands, it is little more than an enchanted hammer. It strengthens the strikes of the wielder, but not to super human levels. Its small size makes it easily concealable though, and the gilded surface with pearl inlay means it carries substantial monetary value.
  • Case History: Subject is from a low-tech, high-magic dimension named Gensokyo. She apparently lived at "the bottom of the ladder" (in her own words) for a long period of time, but attempted to create social upheaval and general mayhem and install herself at the top of the hierarchy. This plan failed, but she evaded capture and would eventually go on to pull a long series of heists and other criminal activities for days on end, managing to avoid the local authorities for a total of 10 days. Considering her (very colorful) descriptions of the powers on display, 10 days seems like a surprising feat if she is being truthful. Eventually she was caught, tried and summarily executed. After being drafted into the Agency, she has undergone training and participated in two missions, one solo (Operation Dud Road) and one team-based (Operation Victory Hill). The latter was considered a failure (detailed in Case File #11-654-D) and due to her being seen as one of many causes has led her to be placed on probation as of this time of writing.

  • Name: Mana Tatsumiya
  • Universe of Origin: Mahou Sensei Negima
  • Codename: Shevac
  • Picture: Mercenary Middle Schooler
  • Psychological Assessment: Mana is quite knowledgeable about many things and an intelligent young woman, though she tends to be cold and aloof towards people that she isn't particularly close to. Those that she interacts with will note that the girl is in fact rather snarky and a bit of a tease, though she's still rather cold and serious on the battlefield for practical reasons. If anything, Mana is quite pragmatic in both combat and regular day-to-day life with a bit of a money-grubbing streak. Has a soft spot for puppies/children and bemoans the fact she doesn't look like a middle school student so she can get discounts at the local movie theater.
  • Skills and Abilities: Mana is an exceptional ranged fighter, her specialty being firearms of any make due to her superhuman abilities. Even without relying on guns, she is an exceptional combatant as long as she has objects on hand she can throw due to her having learned the art of Rakansen (a type of Chinese hidden weapons martial arts style). With such a technique, flicked coins can be used to deliver the force of of a heavyweight boxer's punch or be flung in steady streams to show an example of the efficiency of the technique. Mana is also well trained in stealth due to having worked as a child soldier, learning the ways of war and excelling in the tactics of the modern battlefield.
  • Powers: As an individual, Mana has several powers that compliments her trade. Eyesight and reaction times are well above the norm as well as overall bodily abilities such as senses (including a sixth sense that can detect bloodlust and killing intent), flexibility, strength, speed, and endurance due to her being half demon-kin that allows her use magic to reinforce her body (example: firing a 14 kg gun with one hand with very little decrease in accuracy while being able to tank the kickback). Because of her heredity, the girl has what is called a Demon's Eye, which allows her to pierce through veils and see things that shouldn't be seen such as ghosts, invisibility spells, and so on as well as giving her the terrific ocular enhancements she needs to be a crack shot. Fully utilizing her demonic heritage will cause her dark hair to turn white and her behavior to become somewhat more bloodthirsty.
    • Finally, Mana has a special magic crafted to store her very impressive arsenal in her own personal dimension called the Ikuudansou (Alternate Dimensional Ammo Storage). With Ikuudansou, weapons can be switched on the fly to easily adapt to any new change. Though Mana has enough arms on hand to stock an entire special forces unit, she tends to rely the most on three types of guns: a pair of Desert Eagles as sidearms for short-range, an FN P-90 submachinegun for mid-range, and a PGM Hecate II sniper rifle for long-range. All the weapons are modified for her personal usage and they come with an assortment of specialized ammo (Barrier Shot which is designed to break through magical shields, Spellbreaker rounds to puncture through magic and kill mages/spirits/demons), and fast acting tranquilizer darts/BB rounds for when killing isn't needed as well as more mundane specialized ammo such as HEIAP rounds or hollow point bullets).
  • Case History: Mana Tatsumiya was literally raised on the battlefield by her foster father when founded, having traveled man war-torn lands to engage in violence against the cruel and unjust. Nowadays, she works as a hired gun and security guard for Mahora Academy, a private campus the size of a large town, though she often engages in various side-missions to people that can afford her quite expensive prices to funnel money towards the orphans she takes care of and the Tatsumiya Shrine where she works at.

Name: Arvo Linna
Codename: 'Snowman'.
Appearance: Light blue eyes with a white skin complexion. He has snow white hair and is 5'9.
Personality Assessment: Cool headed and very patient, comfortable under pressure. Never seems to be in a particularly angry mood, but can be depressed easily if insulted or something similar. Desires to help people badly, and believes the Angency will help him with that. Sometimes his behavior is mistaken for cockiness. Very creative and strives to invent new machines.
Skills: Very intelligent and tech savvy, regularly creates new inventions and machines without help. Due to his powers and usefulness in technology and his inventions, he is very good at support and stealth. He's been trained in convential guns, but is much better at using his own that he made.
Powers: He can lower the temperature of molecules in gasses, solids, and liquids. This can both chill a drink and freeze the air into solids. He can do this as his body maintains a constant very low degrees and he can traverse this temperature across distances instead of just touching it. He wears clothes that cover his skin in a see through special fabric that prevents him to freeze the air into liquids or solids.
Backstory: Arvo comes from a world where people live for hundreds of years. Everyone has their personality, appearance, and magic depending on the climate and environment they were born in, so say if you were born in the forests of Canada you would have very Nature-y powers. Arvo was born in a very northern country currently in war with another country. His world was currently in the the tech levels of the 700 hundreds. He fought in the war when he was older and lived on to the equivalent of the early 1400 hundreds, fighting in many wars in between due to their country's law and inventing. He eventually died in a battle due to a plague. When he was drafted into the Angency, it took him a surprisingly short time to learn of the technology there. Hes been training with his inventions and preparing for his first mission.

  • Name: Gangplank, the Saltwater Scourge
  • Universe of Origin: Leagueof Legends
  • Codename: Corsair
  • Picture: "I was cutting throats and sinking Noxian war galleys when you were still pissing your britches, boy. You don't want to take me on."
  • Psychological Assessment: Brutal. Pragmatic. Ruthless. These certainly help describe the Saltwater Scourge well. He believes that Bilgewater belongs to him and him alone, and his death and being unable to return to his home for revenge at the one who killed him has angered him, though he willingly accepted our offer, as he'd rather not experience true death once more. Thanks to his experience in working in the League of Legends as a Champion along with other individuals of very varied motives and appearances, and even with other rivals he would certainly have no trouble working with others...as long as they don't wrong him.
  • Skills and Abilities: Being a Pirate King, Gangplank is experienced in dealing with the underworld and criminal elements, and is a good candidate in case of need of intimidating or needing to get information out of someone..the hard way. He also is a deadly shot with flintlocks and is talented with his cutlass.
  • Powers: While the Saltwater Scourge has no super powers and is an average human, though one who fights very dirty, he carries an interesting arsenal.

    • Parrrley and Trial by Fire: The name's of Gangplank's custom made flintlock and cutlass respectively, while the former seems just like an average flintlock, though one of high caliber, the latter seems to have magical energy flowing through it which allows it to periodically ignite itself, a combination of cutting flesh while igniting it is quite a painful and deadly mix, if I might say so.

    • Magical Oranges: I ate some oranges and it was K.. Ahem..I apologize for that, a co-worker seemed to have changed my records just to play an annoying prank on me. Anyways, it appears that Gangplank carries with him a supply of citrus fruit, that somehow not only is it able to heal wounds, but they are also able to remove harmful effects too as if nothing happened to him, such as being unable to move or having an disease. Though he seems to be able to carry 3 of these oranges per mission, as he has said that he'd rather not waste his supplies of his "Scurvy remover"

    • Powder Kegs: While I have no idea how in the hell does he hide these large barrels at all with him, he carries oranges that can heal lethal wounds after all..continuing on the review, he seems to carry barrels that can be lined up together, and if he attacks them or fires at them with his flintlock, detonate, these would be quite useful in demolition, or for crowd control.
  • Case History: The subject known as Gangplank comes from a planet known as Runeterra, and was born in the island known as Bilgewater. As unpredictable as he is brutal, the self-appointed reaver king known as Gangplank ruled Bilgewater through a mix of fear, respect, and cunning, and represented Bilgewater in a international government similar to the United Nations known as the League of Legends. Despite his notoriety and savagery, Gangplank commanded absolute loyalty from those who run with him. Many of his trusted lieutenants have gone on to become renowned captains or brutal gang leaders in their own right, but they remained loyal—more than willing to fight alongside him—granting him an unmatched power-base within Bilgewater..that is, until his death. In recent times, Gangplank was brought down by the machinations of the bounty hunter Miss Fortune. His ship was destroyed with all of Bilgewater watching, killing him, his crew and shattering his aura of invincibility. The gangs of Bilgewater have risen up, fighting amongst themselves to claim dominion over the port city, the cruel but necessary order he brought to keep the crime of Bilgewater in control was for naught after his death and the city is now in chaos. While losing his power has embittered him and he seeks revenge against this "Miss Fortune", he has took our offer of helping our agency, having said that "He'd rather not be locked on Davy Jones locker forever"

Proposed Personnel File Review #1

Roman Torchwick (Codename-Smooth Criminal)-An interesting beginning to our proposals for this newly formed team. I would have perhaps preferred someone more....professional for our first proposal, but it cannot be denied that he has skills to bring to the table. The only issue we have is the reflexes, which may be a bit on the high side. It is recommended that the agent's reflexes be toned down just a little, we feel the ability to deflect or dodge multiple point blank shotgun blasts may be a bit much. Should no objections arise, this agent is Accepted''

Seija Kijin (Codename-Shiftman)-It should be noted for the record that we are a little unsure where the proposed codename "Shiftman" came from, particularly given this agent is female, but we have no objections to it. We note the skillset of this agent overlaps somewhat with the prior proposal, although this by no means disqualifies her from consideration. It should be noted that it is to be ensured that Shiftman is not able to flip anything larger then a car unless The Agency grants her special exemption to otherwise do so. Flipping buildings over is not a recipe for staying unnoticed in most universes and will undoubtedly cause questions to be asked. With that said, this agent is Accepted

Mana Tatsumiya (Codename-Shevac)-We are pleased to see a more traditional agent is among the first batch of proposed recruits for the team. We feel that use of the "Demon Eye" should be restricted a little. This file did not specify if there is any power or mana limits to this ability. As for the "Ikuudansou", we wish to request clarification on this. Pocket dimensions are a tricky thing for us to deal with. We have had a number of unfortunate incidents where agents were unable to resist the temptation to abuse their dimensional powers to, say, swipe every valuable in a room and then think themselves in the clear when a search fails to locate it. This forces us to waste time and manpower breaking into the pocket dimension to retrieve the stolen goods. Please elaborate on how, exactly this agent can use this particular pocket dimension. Are there limits to holding capacity? Can living beings be placed inside? Can she use it as an escapee route out of, say, a cell?

@Mean: The Demon Eye ability canonically seems to be used for at most five seconds before returning back to normal, with the ability itself seeming to not be able to used repeatedly. Usually Mana uses it to see a trail and then follows along the path via memorization rather than simply using it to follow along entirely. Maybe she can only really use it once every hour?

As for Ikuudansou, Mana can only really store guns or gun-related items within the space itself. She can't put herself inside or store anything not fire-arms related. As for capacity, let's say as big as an average home's closet?

Psychological Assessment: Favors his daughter Emily, otherwise doesn't trust anyone else as he has been betrayed twice. Doesn't talk very much and won't betray someone unless he/she is confirmed as bad.
Skills and Abilities: Before he was betrayed, he was Royal Guard of the Empress, the first ever. Thus, he is very good at combat. He is also very good at stealth and can kill all the guards in a manor or lighthouse on full alert with not one person seeing him. He is also trained in fire arms and carries a four shot flintlock pistol which can also fire explosive rounds along with a mini crossbow that has regular, tranquilizer, and incendiary bolts. He also carries a a few spring razors, rewire tools, and a few grenades.
Powers: The Mark of the Outsider on his right hand gives him six powers.
Dark Vision allows him to see living creatures through walls and gives him night vision.
Blink allows him to move a short range extremely fast, but is not teleportation as he can still be affected by motion sensing devices such as Walls of Light.
Possession allows him to take control of a another living creature for five seconds, but if he dies in this form he actually dies. Once the five seconds is up he appears to the side of the host and the host feels incredibly queasy and usually vomits.
Bend Time usually allows him to stop time for twelve seconds but I'm going to bump this down to three seconds. This power still allows him to move and take out equipment, however if he shoots or throws anything it will be stuck in time.
Devouring Swarm summons a pack of plague-ridden rats to devour foes, but if no body or human is around they will turn on Corvo.
Windblast shoots a torrent of wind am short distance blowing people back and off their feet.
Backstory: Corvo was returning from helping the people suffering the plague when assassins attacked the Empress and stole the heir Emily, which is Corvos daughter. The spymaster immediately frames Corvo even though he was protecting the Empress and had him imprisoned. Corvo breaks out with the help of the Loyalists and assassinates a couple of the corrupt politicians in on the framing and takes back Emily. As they are celebrating, the Loyalists poision Corvo, however Samuel, the one who was taking Corvo to his missions, only puts half the dose in and Corvo assassinates the corrupt Loyalists too. Eventually he gets Emily back and protects her as she rightfully rules Dunwall and the plague is eradicated. Since he was drafted in, he has been adapting the new technology into his load out.
Suggested Role: Espionage, Sabotage, Assassination, Infaltration.

Jotaro Kujo (Codename-Clint)-First, a note that the attached photo the file claims to have appears to have gone missing. With that out of the way, the following alterations are to be made prior to agent recruitment.

  • As recommended, the being designated a "Stand" is to be visible to all.
  • Strength of the Stand is to be lowered some, it should only be able to break stronger materials such as concrete and such with repeated punching.
  • Due to the events of Operation Victory Hill (Documented in Case File #11-654-D), The Agency has instituted a blanket ban on all time stop abilities. Thus, The World will be changed to a 3 second speed boost.

If all of this is accepted, then we in turn determine this agent to be Accepted

Corvo Attano (Codename-Crow)-A much better recommendation. As with Jotato, we request a couple of alterations before we accept this agent.

  • After review, possession of humans and other human like beings by an agent has been determined to be unacceptable for reasons too detailed to go into here. Thus, the agent is to be restricted to possession of animals no larger then a large dog.
  • Regarding Bend Time, as stated above, time powers are banned by the Agency. Thus, this power is to be downgraded to a time slow no greater then 50% for 3 seconds at a time.
  • Devouring Swarm is acceptable, but it is recommended the agent be restricted to normal, feral rats, as opposed to the plague rats of his native universe. We would prefer not to spread that deadly strain to other universes. The agent himself should note no practical difference in the application of this power.

We await response on if these changes are acceptable.

Okay. I can still make the character useful in combat - he can use a drone. As for the knowledge broker part, they'd be the one sending the Agency itself the information, which would be handed to other players in turn.

Going off of general setting details I know and not specifics, as I don't know any of the characters.

Starcraft II-This guy's the only one I've seen. Keep in mind these guys will have stealth missions. Can our guy in the giant blue armor with a giant fucking Gatling gun be stealthy when needed? Or at least not draw attention to himself? Also expect the armor to be nerfed.

Avatar-Depends on powers, but baring anything gamebreaking I foresee no real issues.

Zelda-Ok this one you're going to have to explain as I have 0 context for.....whoever this is.

40K-Again, armor will be nerfed. Also, I'm assuming this is a Space Marine, yes? Even more so then the Starcraft guy, I'm worried about him being stealthy, as the general mindset of the Space Marines toward stealth if I remember correctly is "Stealth is for pussies".

Edit-Oh, also, don't know how I forgot. Is this guy going to be able to work in a team with non-humans without yelling "ZENO SCUM!" and trying to gun everyone down?

They're pretty much all for Destruction, stealth-wise they all stick out in some way (they all appear to be at least seven feet tall) but they won't go around attacking everything in sight yelling "I AM INVISIBLEEEEEE!!!". They can be the stealth team's outside backup/emergency door opener if when things go wrong or they need a distraction.

Tychus... well, he's stuck in the armor, and it tends to make noise whenever it moves. Controlling himself depends on nobody being the type to start a Bar Brawl.

P'li has firebending and curving explosion lasers that come out of a big tattoo on her forehead. She's (relatively speaking) the stealthiest, in that exceedingly tall women with weird forehead tatoos/big metal headbands draw less attention than eight-foot tall dudes in Power Armor or a shiny Terminator.

The Hero's Shade is the ghost of a Link who stuck around to teach swordsmanship to his successor. He's not as destructive as the others, but he'd be horrifying in melee (not just because he's a giant skeleton) and turns into a giant glowing golden wolf (so second-least noticeable).

Avitus' death happens because he took a major hit to his self-confidence after learning most of the Well-Intentioned Extremist / Shoot the Dog / Just Following Orders stuff he'd done was in service to a Mole in Charge. Some time in the afterlife'll snap him out of his funk, especially since it happens offscreen, so he'd be more accepting of them (the Imperium does work with xenos on occasion, it's just not as widespread as the more violent alternative).

Right.....go for one of the ones NOT in giant power armor, if you please. I can handwave shit for your more mundane people, but power armor's gonna be a lot harder to deal with.
