I'm sure there's a lot more to it than just that.
In fairness, I don't think you can't really get a feel for a show until you see some actual clips at least. But given that Phineas and Ferb is one of my favorite shows, I'm inclined to give this one the benefit of the doubt.
There ought to be no shortage of memorable music in any event.

Awesome! He hasn't had his own show since The Weird Al Show! I'm... I'm sorry, excuse my brief excitement. But yeah, seems pretty neat.

One Strip! One Strip!I've started up the Trope Page for MML. It's a very bare-bones start though.
From the intro, it looks like the idea is that Milo is generally fine (or is so used to his luck that it doesn't faze him), and the real humor comes from how it affects everybody else and drives the world around him into madness while he remains optimistic.
It's kind of similar to the gag used for Phineas and Ferb's relationship to Candace (though it makes me think more of Inspector Gadget).

"Weird Al" Yankovic is starring as the title character and is also doing music for the show.
It's coming Fall 2016 to Disney XD from the guys behind Phineas and Ferb.
