Regardless all three could work (Might need some handwaving to justify the Courier's comps without them, not much else binding them together) I assume Chunkless is the plan for all three ideas?

Yep. I think I might go with the the Courier's Companions since I can't use all of the Teufort Nine and Overwatch came out too soon. I might just say that the Courier brought them all together early and did not align themselves with the major factions. They might get together, albeit begrudgingly, but, Rex and ED-E might have to get the shaft.

These guys are a doozy so please tell me if anything here needs to be nerfed. Spoilers ahead.

Main Character

    Father 

  • Name: Father

  • Age: 210.

  • Personality: Raised and indoctrinated by the Institute for most of his life, Father looks down upon anyone who isn't a part of his organization, believes that he and the Institute are humanity's only hope, and sees his Synth "children" as machines who don't deserve human rights. Father is also the mastermind behind atrocities such as slavery, killing and replacing innocent people with Synth doppelgangers, mass murder, and human experimentation. When he doesn't get his way with someone, Father is prone to laying down a heavy guilt trip.

  • Powers: N/A

  • Equipment: Laser pistol.

  • Backstory: Father was first used by the Institute to create a generation of synthetic humanoids, or Synths, nigh-indistinguishable from regular human beings, and was deemed "Father" as he was essentially their parent. Working his way up through the organization, Father became the leader of the Institute. When he turned 210, Father became afflicted with a serious form of cancer, which continues to develop in spite of the Institute's radical experiments to cure it.

Supporting Cast

    Kellogg 

  • Name: Conrad Kellogg

  • Age: 108

  • Appearance: Here.

  • Personality: Kellogg is a ruthless mercenary with decades of experience in the wastes. Losing his family and being forced to work with the Institute has turned Kellogg into a shell of a man whose only concern is getting the job done and earning caps. He has a soft spot for Father, but is also aware that Father despises him.

  • Powers: Kellogg is incredibly durable due to a large amount of cybernetic enhancements placed inside of his body, and his aging has effectively stopped. Decades of surviving the wasteland has made him an ace combatant and a crack shot with his pistol.

  • Equipment: .44 pistol, fragmentation grenades, Stealth Boys (Allows the user to turn invisible for 30 seconds)

  • Backstory: Born in 2179, Kellogg is originally from the New California Republic. As an adult, Kellogg worked for a group of researchers known as the Shi. Kellogg's work ended with the murder of his family, so he moved across the United States over the years to Massachusetts, where he joined the Institute, who provided him with cybernetic parts. Kellogg's role in the Institute is to do the dirty work that his coddled superiors are too afraid to do themselves.

    X6- 88 

  • Name: X6-88

  • Age: Appears to be in his late 20s/early 30s.

  • Appearance: Here

  • Personality: X6-88 is an Institute Courser, designed for high-risk assault and retrieval operations above ground. He is completely loyal to the Institute, has no regard for life of any kind, and is mostly unable to display emotion, usually being cold and aloof.

  • Powers: X6-88 is a Synth Courser, a top-tier Institute agent created to recover escaped Synths in the wild, preform spy work, and carry out assassinations. As such, he possess superhuman strength, intelligence, combat prowess, awareness and endurance. He is also installed with a Courser chip, providing him (limited) teleportation abilities in and out of the Institute.

  • Equipment: Laser rifle

  • Backstory: X6-88 was created by the Institute to be a Courser, an elite agent of the Synth Retention Bureau. Even as a Courser, X6's skills are renowned throughout the Institute.

    Dr. Madison Li 

  • Name: Dr. Madison Li

  • Age: 58

  • Appearance: Here

  • Personality: Numerous setbacks in her personal projects and several personal tragedies over the decades have turned Madison Li bitter and reluctant to interact with anyone. She is loyal to the Institute, but is suspicious of its true motives, believing the Institute can do more to help humanity.

  • Powers: N/A

  • Equipment: Laser pistol

  • Backstory: Earlier in her life, Madison Li was involved in a major program known as Project Purity, which was meant to provide drinkable water to the citizens of the Capital Wasteland. Numerous setbacks lead to Madison abandoning Project Purity, leaving to Rivet City instead. In Rivet City, Madison met Dr. Zimmer, leader of the the Institute's Synth Retention Bureau. After Project Purity succeeded, Madison joined the Institute, becoming the head of the Advanced Systems division.

    Dr. Justin Ayo 

  • Name: Dr. Justin Ayo

  • Age: Late 50s/Late 60s

  • Appearance: Here

  • Personality: Justin Ayo is stubborn, condescending, and more than willing to use his position for more power in the Institute. Like Father, he is outspoken in his beliefs that Synths are not comparable to humans.

  • Powers: N/A

  • Equipment: N/A

  • Backstory: Justin Ayo is the acting Director of the Synth Retention Bureau in the absence of Dr. Zimmer, a position which gives him considerable power within the Institute. Though his official job is to acquire any Synths who have escaped the Institute, he is also in charge of the Institute's Coursers, which effectively makes him in charge of the Institute's elite forces as well. Justin's work in the Synth Retention Bureau is assisted by Alana Secord.

    Liam Binet 

  • Name: Liam Binet

  • Age: Early 20s

  • Appearance: Here

  • Personality: Like his father, Liam holds strong sympathies towards Generation 3 Synths, believing they deserve the same rights as humans, and secretly rebels against the Institute's practices. He detests violence.

  • Powers: N/A

  • Equipment: Laser pistol

  • Backstory: Liam Binet is the son of Alan Binet, who works in Robotics. Liam has helped countless Generation 3 Synths escape Institute slavery. His actions are supported by an organization known as the Railroad, but he is unaware of their existence.

    B5- 92 

  • Name: B5-92, AKA "Gabriel"

  • Age: Appears to be in his mid 20s/early 30s.

  • Personality: B5-92 was once a terrifying mob boss who commanded one of the most dangerous Raider gangs in the Commonwealth of Massachusetts, and possibly had brain damage as a result of a botched mind-wipe process. After being reclaimed by the Institute, B5-92 was mind-wiped again, and now behaves like a "proper" Generation 3 Synth—calm, friendly, and utterly terrified of the Institute.

  • Powers: N/A

  • Equipment: N/A

  • Backstory: B5-92 is one of many Generation 3 Synths created by the Institute. Not long after his creation, B5-92 escaped the Institute, and was rescued by agents of the elusive Railroad organization, who wiped his memory clean. After being set free, B5-92, now known as Gabriel, joined a criminal gang in the stronghold of Libertalia and rose to the top, killing off dozens of rivals and innocents in the process. He was eventually reclaimed by X6-88, and had his memory reset again upon being returned to the Institute.

    A-2018, XPN- 20 A, and Z4K-97B 

  • Name: A-2018, XPN-20A, and Z4K-97B

  • Age: Unknown

  • Appearance: Here (They all look the same)

  • Powers: A-2018, XPN-20A, and Z4K-97B can withstand borderline superhuman amounts of damage.

  • Equipment: Laser rifles

  • Backstory: A-2018, XPN-20A, and Z4K-97B are the most powerful Generation 2 Synths created, and have special designations and armor. They are only deployed in the event that the Institute is completely breached by enemy forces.

Chunk

  • Name of the World: The Institute

  • Description:

    • The Institute was once known as the Commonwealth Institute of Technology (CIT), which was founded in the city of Cambridge, Massachusetts. In its heyday, the CIT was one of the world's top universities, and a leader in physical sciences, engineering, and countless other schools of thought. When the world was destroyed in 2077 by nuclear armageddon, researchers and staff of the CIT fled to underground facilities deep under the campus to survive, becoming the shadowy Institute.

    • The Institute made great advances in science after the destruction of the world, but their breakout achievement was the creation of Synths, androids made to mimic human beings. With Father's help, a new generation of Synths were created that were almost completely indistinguishable from regular human beings. While the Institute once claimed to be mankind's greatest hope and the future of humanity, their actions have caused centuries of misery for both the people of Massachusetts and the inhabitants of Mount Desert Island, committing acts such as mass kidnapping, creating a strain of Super Mutants, and outright warfare. In general, they have abandoned humanity and even tried to rewrite history itself favor of their own experiments. Before arriving elsewhere, the Institute's top priority was the retrieval of the Mass Fusion Beryllium agitator, which could power the Institute's nuclear reactor indefinitely.

  • Contents/Locations:

    • Institute Proper: The Institute consists of a series of clean laboratories, apartments, and tunnels underneath the ruins of the CIT building. The Institute is divided into four divisions, each with specific areas of expertise. All divisions answer to the Directorate, composed of the division heads plus the Director (Father), who leads the Institute. Father is the nominal leader of the organization, whose main purpose is to ensure proper cooperation between the divisions so that the goals of the Institute are properly met. These include Robotics, responsible for Synth creation, BioScience, which studies the creation of biomechanical life and bridging the gap between organic life and robotic life, Advanced Systems, which focuses on the Institute's most vital technological research and development, and the Synth Retention Bureau, which is supposed to recover lost Generation 3 Synths, but acts more like a military/secret police force. The Institute also owns a working radio station that can broadcast as far as Maine from its original location in Cambridge.

    • Teleporter Array: One of the Institute's greatest assets is a functional teleportation system, which can be used to relocate up to 5 troops in and out of the Institute via radio waves. The teleporter's range works best in the area immediately surrounding the Institute, cannot be used to warp into indoor locations, and requires a significant amount of energy, limiting the speed of transactions. The teleporter's range is also limited to areas the Institute has fully mapped out.

    • CIT Ruins: The abandoned ruins of the CIT Rotunda are inhabited by a small tribe of Super Mutants who kidnap or eat anyone unlucky enough to fall in their grasp. Since the Institute lies very deep underneath the CIT building, there is not much of note inside the ruins aside from a large amount of books in poor condition.

    • Sewers: One of the easiest ways into the Institute aside from teleportation is through an abandoned sewer network that empties out into a river bank. The sewers lead directly to the relay control room, where the Institute's central network terminal exists along with entrances to the other departments.

  • Population: The Institute is populated by dozens of scientists and their families. Assisting the humans in their duties are an army of Synths, which come in various forms. Generation 1 and 2 Synths are clearly robotic and unintelligent, and are used as cannon fodder or as menial workers, while Generation 3 Synths are nigh-indistinguishable from humans and are thought by some to posses human emotion and feelings, and are typically involved in the Institute's more sinister plots. A small portion of Generation 3 Synths are trained to be Coursers, who are elite agents designed for high-risk missions and possess the ability to teleport. A small tribe of Super Mutants live inside the ruins of the CIT Rotunda, and are hostile to anyone who isn't a member of their species, but typically stay inside their home in the CIT ruins. Several silverback gorillas also live in the BioScience department as part of a pet project.

Ok, I find the addition of a sewer entrance acceptable to my demands for a secondary entrance.

More issues that will need to be addressed.

Teleporter-This is going to be nerfed. Limit of 5 people who can use it at any one time (Should not be a major issue I never recall more then like 3 people ever using it at once anyway) Rapid fire use is not allowed unless you are within the bounds of your chunk, assume the power drain is too much for rapid use outside the limited zone of the ruins. This also means any trips are one way for a while and extractions cannot be followed up by redeployment right away. No teleporting to indoor locations, and I expect the Institute to have some difficulty at first teleporting outside of their chunk as I assume they'll need time to remap the surrounding areas and such.

Super Mutants-I expect them to remain within the bounds of the chunk, bar the occasional raid or encounter with a lone mutant outside the border (and any such event must be approved by the player on the other side beforehand) These guys are worse then Orks in terms of violence and I expect them not to be abused.

Generation 3 Synths-Due to the potential for issues of these things, I expect their numbers to be very limited. Creation of a synth replica of any character is not to be done without player and GM consent, and do be kind enough to inform any players if you intend to send a synth infiltrator to their chunk. I do not want to see you throwing these things at every chunk simultaneously, and if I sense abuse of these things I am going to slap you down and slap you down hard.

Is all of the above understood? If so, have you reviewed the map in the OP of the signup, and if so, where would you like to be placed? The areas of OKB Zero, Youkai Mountain, and Meridan City are currently set to be removed and so those areas are open.

I had a feeling the teleporter would be nerfed. I'll edit the signup accordingly.

I don't have any major plans involving the Super Mutants. They're just there as a trap for anyone who tries to attack the CIT building head on.

And I'll be sure to go through all the necessary hoops and limitations if/when I plan on introducing a Synth infiltrator. I don't want to make things confusing and I definitely don't want to get kicked from the game. As for chunks, I think Meridian City looks nice. Will the "danger level" of the chunk be changed when my faction is introduced or will it remain the same?

Here goes nothing. Spoilers for Fallout New Vegas! This is your first and only warning!

  • Name: Arcade Gannon
  • Age: 35
  • Appearance: For Auld Lang Syne
  • Personality: Despite his snark and evasive attitude towards background, he is by far the most idealistic and intelligent of the group. One would not mistake it for weakness since he does understand that sometimes a plasma bolt is more helpful than a speech.
  • Skills: He is a skilled medic which can help others heal more effectively. On top of that, he can use energy weapons with ease.
  • Equipment:
    • Plasma Defender: Fires plasma rounds which can punch through weak armor with ease, but it fires slower than a laser pistol.
    • Ripper: A chainsaw knife that has the properties of a regular Chainsaw, but lighter and with shorter range.
  • Backstory: Arcade's past was not an easy one. He had lived with the Enclave Remnants ever since the destruction of the Poseidon Oil Rig and had lost his father, but they had to go into hiding after repeated NCR and Brotherhood of Steel prosecution. He had joined the Followers of the Apocalypse to put his skill to good use until the group convinced him to join.

  • Name: Craig Boone
  • Age: 26
  • Appearance: One For My Baby
  • Personality: Cold, distant, accurate. That's Boone if you're not in his crosshairs. He's usually quiet about his past and guns down any of the Legion for a good reason. He still believes in the NCR's cause despite the issues they have.
  • Skills: His experience with the 1st Recon has made him a very competent sniper and spotter.
  • Equipment:
    • Hunting Rifle: His sniper rifle can deal impressive damage over long distances and do well at medium range.
    • Machete: Whenever the enemy is too close for a bullet, sharpened steel will do nicely.
  • Backstory: Once a fine soldier in the New California Republic, Boone had retired to Novac after the incident where civilians of the Great Kahn tribe were gunned down by his unit due to miscommunication. He had a wife and a kid on the way until Jeannie May Crawford sold her to slavery and Boone had to put the poor girl down. Along the way, he got a hint from an unknown source and ended Crawford's life. He then joined the companions who provided him with the source.

  • Name: Lily Bowen
  • Age: 203
  • Appearance: Guess Who I Saw Today
  • Personality: Despite her looks, she is rather friendly and well behaved, which came from being in Marcus's care. She also mistakes some people for her grandchildren
  • Skills:
    • Invisibility: All Nightkin have an innate ability to cloak themselves and Lily is no exception, though she can only use it when she is not attacking
    • Superhuman Physicality: All Nightkin (and Super Mutants in general) have greater strength, endurance, and agility of a human, and Lily is no exception.
    • Leo: All Nightkin have a split personality due to said innate cloaking and Lily is no exception. Leo is an imaginary "friend" which can send Lily into psychotic rampages if "he" feels like she is in trouble, attacking friend and foe alike. To counteract this, Lily has a medicine to calm "him" down.
  • Equipment:
    • Vertibird Blade: Like it says, it came from a downed Vertibird and works like a sword.
    • Assault Carbine: If the need for range is apparent, she will switch to this despite Leo's protests.
  • Backstory: In Vault 17 during the Master's time, Lily was just a simple grandmother until the Master's mutants dragged her out and made her into what she is now. After the Master's defeat, she along with a group led by Tabitha met up with Marcus and established a society until the two had their falling out. Marcus later established, Jacobstown, and assigned Lily as a bighorner farmer, until the group convinced her to join them. Presumably because she mistook one of them as her grandson.

  • Name: Raul Tejada
  • Age: 234
  • Appearance: Crazy Crazy Crazy
  • Personality: He is as loyal as he is sarcastic. There's a lot of history behind this ghoul and it shows.
  • Skills: He is a skilled repairman and a crack shot with a revolver, but the latter is dampened due to his age. He also has higher radioactive resistance due to his ghoulification.
  • Equipment:
    • Magnum Revolver: This pistol packs a big punch towards some more fleshier targets.
    • Lead Pipe: Useful for smashing others heads in if needed.
  • Backstory: He's been around before the bombs fell in Mexico City in Hidalgo Ranch, with refugees flooding in. Unfortunately, the ranch can only hold so much and things became too much when the house was burned down. He and his sister had escaped, but were the only survivors. He went to Mexico city, never knowing about the radiation, donned a vaquero outfit, and became a legend, which attracted the wrong kind of attention, namely the kind that killed and violated her sister. He found peace with someone else, but it was not to last. Later, he spent his days in Black Mountain doing repairs for Tabitha until he is freed and joins the group out of gratitude.

  • Name: Rose of Sharon Cassidy (Cass for short)
  • Age: 37
  • Appearance: Heartache By The Number
  • Personality: With or without her whiskey, she is crass and crude, but her heart is in the right place. She has a lot of grit and attitude and can definitely back it up.
  • Skills: She is skilled with all sorts of conventional weaponry as well as a mighty liver.
  • Equipment:
    • Caravan Shotgun: Her preferred weapon, like many, it is deadly from close range, coupled with extra penetration through lighter armor.
    • Combat Knife: In case of missing ammo, she uses this.
  • Backstory: Her father left her at a young age, she had grown up and toughened up. She founded Cassidy Caravans, but it was erased by competition.
