So, what Turtles Forever did?

"The difference between reality and fiction is that fiction has to make sense." - Tom Clancy, paraphrasing Mark Twain. Are you hoping that Hilarity Ensues?
Skeletor would most definitely be NOT amused. Not that he could do anything about it either.
Are those Skeletor's actual voice actors?
I imagine they'd all kill each other. Those guys weren't big on cooperation.
To echo KnownUnknown... so, like Turtles Forever did? Man, Ch'rell does not play well with others.
I think the most fascinating one to do would create a team of Starscreams. Mostly, I'd be interested to see which one would successfully backstab all the others.
Reminder: Offscreen Villainy does not count towards Complete Monster. Not only that, but I bet that the Transformers Prime version of Megatron would be annoyed by the 80's cartoon villain stupidity and overall General Failure status of his original counterpart and probably vaporize him on the spot once he gets sick of having him around.
Transformers Prime Megatron meets Beast Wars Megatron would probably be a more interesting encounter.
On the topic of the other villains, Renegades Cobra Commander would be totally disgusted by the sheer incompetence of his 80's version.
"YOU INCOMPETENT BUFFOON!!!! YOU JEOPARDIZED THE ENTIRE OPERATION JUST TO PLEASE YOUR VAPID EGO???!!!"

What would the two Mumm-Ras think of each other?
They are pretty similar actually.
The only "Saturday Morning Cartoon-esque" villain I can think of that has modern counterparts and was a lot more effective than them is Dr. Claw.
"The difference between reality and fiction is that fiction has to make sense." - Tom Clancy, paraphrasing Mark Twain.Incompetent or not, I think 1980s Megatron would be too powerful to simply be obliterated. He'd probably be belittled all the same, Thundercracker insulted Megatron for dropping the ball at least once. The only Megatron I don't see him coexisting with is Beast Megatron, and even then only because Beast Wars Megatron would inevitably try to betray him, just like every other predacon not named Inferno. He and Beast Machines Megatron would probably be at odds immediately over the whole ruining Cybertron thing, if the insecticons didn't drive a wedge between them first.
1) Megatron: Prime, animated, Cybertron trilogy AND Beast Wars Megatron will berate the 80s Megatron for his failed attempts at conquest and being mildly evil compare to them (mostly due to his frequent enemy mines moments with the Autobots). That is until 80s Megs boast over the fact he manage to kill Optimus Prime which made the other Megatrons salty.
2) Cobra Commander: Renegades Commander is obviously annoyed with his classic incarnation, with Resolute Commander treating him like an embarrising phase he went through in his life. Then the Sigma 6 Commander walks in, and all of the sudden 80s Commander is appreciated more for actually being useful.
3)Skeletor: The two versions got along well. They are exactly alike.
4) Mumm-ra: Reboot Mumm-ra is amazed how hammy his 80s counterpart is (among other things).
5) Tirek: Just like the Skeltor example, except it is for actual competent villains who actually gets shit done.
6) Shredder: Already done in Turtles Forever, now with 2012 Shredder in the mix questioning why his 80s counterpart is a weak pathetic fool and why his 4Kids counterpart is a fucking Kraang.
7) Lex Luthor (I know, its from the 70s but it was the late 70s): Super Friends Luthor suggest a cartoonish robbery of stealing the Statue of Liberty. DCAU Luthor question what can they gain from doing it as it seems like a waste of all their resource and has no payoff. Super Friends Luthor argues that it would piss off Superman in some way; DCAU Luthor suddenly supports his plan. YJ Luthor didn't get involve since he is not at that point of the story where his hatred for Superman overshadows his logic and reason.
Also, 80s Shredder boast that he thought of that plan first, leading to him getting slapped by the 2003 and 2012 versions of him.
Oh yeah, I almost forgot about him.
Yeah, Dr. Claw would be the inverse where his original 80s counterpart is actually a better bad guy then his recent. Doesn't help that the 80s has the classic Frank Weller deep, gravely voice that makes him intimidating.
I know in the Nostalgia Critic's review of the Inspector Gadget movie, he had a brief bit where 80s Dr. Claw berates his live-action counterpart. That was pretty funny.
Since live action counts now that you mentioned it:
Megatron in Age of Extinction and Cobra Commander in Retribution rib on each other over how shitty their previous versions are.
Meanwhile Red Skull and Dr. Doom got together talking about how ridiculous they were in the 90s and their shared hatred for the actor Chris Evans (is it against the rules to mention anything made in the 90s, cause there are plenty of ridiculous portrayals of villains in the 90s who become awesome later on).
Isn't Age of Extinction Megatron the same character seen in all three previous movies? I've only watched the first one, but I understand they all follow the same continuity.
How about Beast Wars Megatron?
I like to keep my audience riveted.. That's the point. I was just joking about how Megatron and Cobra Commander were done better in their respective sequels then the movie prior to it. For Megs its his badass decay where not only is he not a match for Optimus but is always serving as the Starscream to each movies big bad. For Commander . . . everything in the Rise of Cobra movie ("You can call me *Dramatic Pause* Commander!"). Honestly they feel like different better characters in their recent movies.
He was an utrom. They're called utroms.
Your momma's so dumb she thinks oral sex means talking dirty.Which 2012 Shredder wouldn't know.
Famous cartoon villains from the 80's (Megatron, Cobra Commander, Shredder, Skeletor, Mumm-Ra, etc.) meet and interact with their modern incarnations from the 90's to today. What happens?
