An IP thread is not required for adding an image to an imageless page ( unless there's a note to that effect on the page).
But yes, that's really, really bad. It's artifacted, too small, too busy, and verging on Just A Face And A Caption.

Some suggestions: Panels 1+2, 2+3 or 3 with a good caption, 1+3
I like 7.2. The first one is so wacky it seemed more like a Drunk on Milk example to me, and the image for 7.3 is entirely text and doesn't really demonstrate anything a quote couldn't. If we could figure out a good caption for the just the third panel on 7.2 I think that would work.
1 and 3 dont quite seem like this trope, 2 could work but I think we would have to use the entire comic. But yuck with the Funetik Aksent.

^Both the Futurama and Over the Hedge examples seem to be proper usages of the trope (Hammy calmly steps around and over the slow moving laser beams of the activating security system and time all but stops for Fry after his 300th coffee and he calmly walks around pulling motionless people out of a burning building). I'm not so sure about the Girl Genious one, I like the image but we don't see it from her point of view, just from outside. The problem is how do you show that happening and the caffeine (or whatever) ingestion in just a few static images?

To be fair, even Bullet Time has a fairly weak picture. Without knowing the context all it looks like is some dude falling with a couple beam distortion lines flying past him. Maybe he got shot by some kind of sonic beam. I agree it is a better image than what has been posted here but other than being the trope namer that one is hardly perfect.
