No, no it would not. There is no requirement that a pair of Identical Strangers switch at any point, which means that if they do, it's a trope.
Trope Identical Stranger can be played with great variety and the switch is by no means a requirement. It can be that they just meet or that people confuse them, or keep mistaking one for another. In some stories, a dopplegänger can steal his lookalike identity. Or in William Wilson by Poe, the similarity is just played for creepiness.
Also, I've just noticed that we have a trope Prince and Pauper which I think should be added into Lakija's suggested description (instead of direct reference to Twain's work).
