Katsuragi is on the fragile end of aircraft carriers, so two or three blows from the demon should be enough to floor her. Her tactics then would be try to stay outside the demon's range and pelt it with AA fire while launching planes. If she can stay alive until then, her planes can simply bomb the demon until VICTORY ACHIEVED pops up.
