Just text, it doesn't even have Talking Heads or a Speech Bubble. Bad image quality too, jpg artifacts.
Matches four Bad image signs according to Too quick pulls, literalism in Image Pickin':
- Bad picture quality (pixellated, blurry).
- Visuals Add Nothing/Might as well be a page quote.
- Wall of Text.
- Text in the image is illegible or difficult to read.

First link isn't working. The second could either be with panels 2+3 or 3+4. The third, I lean toward the first one.
Honestly, I don't think a character just talking is less text-based than an image of a letter.
