The Metropolitan Police have even offered advice to photographers. However, a private location, such as a shopping centre, can make their own rules.

If you're obviously a tourist in an touristy area, most of the time you'll be fine. Otherwise, if you're a Rail Enthusiast, Bus Enthusiast or a Car Enthusiast in a fairly ordinary area, you'll probably get questioned at least once.
And there have been numerous cases of Plane Spotters ending up in prison in the Middle East.

What particularly annoyed me is how the Air Force cancelled a July 4th celebration because it was scared of a terrorist attack. Haven't they realized by now that doing this sort of thing means the terrorists win?
Political culture in the West is deeply risk-aversive. The presumption is that all it will take is one mass killing incident, and careers will be ruined. No one wants to be the guy in charge when that happens.
