I think that would work if we only used the second the and panel. Less is more, especially when it's mostly dialog. I'd rather only use the third, but it would lose too much context that way.

1+2 or 2+3...all three is overkill. Also, if that's the entire strip it's not kosher to use it.

Found a Youtube Channel with political stances you want to share? Hop on over to this page and add them.I don't think 2+3 is more illustrative as the express lane isn't necessarily any faster; especially when this trope is in play. The integral part is its arbitrary limit and the its enforcement. As such, the only "required" panel to illustrate the trope is panel 3. However, in order for the dialogue in 3 to make sense, panel 1 needs to be included.
Addendum: How about a single panel version but with the first line removed?
