I could be misinterpreting it, since I've only seen pieces of the issue so far, but to me it seemed more like he's preparing to take the whole thing over. To him, the problem isn't HYDRA (which in his head should be Kobik's bizarre bunnies-and-flowers version, anyway), it's people like Skull.
Even with all this, I still find Carol more sympathetic than Steve and Tony in the first Civil War. Pretty much all the mistakes by her side were due to people she worked with making mistakes of their own I.e Barton and knight Templars from Ms Marvel. At most, she's guilty of trusting the wrong people.
Also, was the fact that Ulysses only sees possible futures not THE future supposed to be a twist?.
um who didn't know this from the beginning. If he saw the absolute, set-in-stone future, he'd have seen Banner getting killed by Barton instead of the Hulk killing everyone. Or he'd have seen Rhodes killed by Thanis or Jen getting critically injured instead of Thanis stealing a Cosmic Cube.
@ new Ms. Marvel. Hoo boy, they're laying it on thick with the Lawful Stupid subplot. Anyway the reveal about Zoe was well handled, and not Anvilicious like it could've been. It's really nice to see how she's grown from the character we saw in the very first issue.

Both sides of this conflict haven't been demonized completely (even in Ms. Marvel's book, Carol's not completely with the Carol Cadets) you get the sense they know where this is headed and are trying to least hash it out before they fight physically.
I think Tony has been unfairly scrutinized by (online) comic fans as well, as if the death of his best friend isn't supposed to rattle him.
She might be as surprised as we are!
Though the movie is apparently set a few years after the first, so maybe he is just a lot younger than she is.

I try to be more charitable, but yeah, Tony Stark can be a prick - it's pretty much part of his character as this point. Ideally, he's well-meaning, and knows when he's crossed the line, but yeah, still a prick.

The thing that gets me about that moment: Carol's side has Monica Rambeau, Blue Marvel, Storm, Illyana, Jean Grey and the adult Iceman. How can they be out-powered? Hell, Aurora's a second speedster, so they have two people who can hit before anyone knows what's happening. Jean can take people down telepathically. I mean, sure, Strange, Thor, Vision and Nova are all powerhouses, too. But it still feels like calling Carol's side out-powered is a bit of a stretch.
