It's not normally troubling. Normally it's a girl who goes after boys her own age and doesn't do more than hand holding and maybe a peck on the cheek. It's a character type that shows up in kids shows a fair bit.
I think the focus on troubling sexual behaviour is actually stopping the trope from picking up the more innocent and less creepy examples.

The first type tends to be the Alpha Bitch and her followers, but isn't always. It can also be found in other popular girl characters, frequently a female love interest will have this trait.
You might have a point about them being separate tropes , but there is overlap. The biggest gap is how far they'll take it. Do they confine it to their own age group? Do they keep it at an age appropriate level? Or do they take it to inappropriate places? It's really a matter of degrees.

Because normal girl behaviour is not a trope, and normal girl behaviour does include things like holding hands or hugging with other kids she likes. Not using those things.
I'd suggest s closer comparison with Femme Fatale, since Fille Fatale is just a younger (and age-appropriate) version of her.
So what makes Femme Fatale what she is and not just any woman who's got the looks and expresses some interest in the opposite sex? I'd say there are two main points: 1) the air of high drama 2) the deliberateness and calculation of her actions. Right?

'Femme Fatale in training, a Fille Fatale (French for "fatal girl", idiomatically "girl to die for") is an adolescent or younger girl who knows what turns the male section of the species on.' <—- Might be too spicy for T Vtropes.
