Glad to see you're not being swayed just because it's popular and so forth. Your reaction to this also suggests that you just didn't know about this (though given that your intentions behind the purge seem to be the most noble, doesn't surprise me at all that you didn't know about it).
And there are plenty of examples of things being cut for being pedo-pandering regardless of whether they have explicit content of that nature (or even explicit content at all), as I understand it. If the two examples given aren't pedo-pandering, then I don't even have a clue what is. Consistency.

Ehhh... personally, I wouldn't call Rance as having plot. Gameplay, yes, plot, no. That and I can't help but feel that the only reason Rance DOESN'T contain pedo (thankfully) is because the protagonist is a serial rapist. This is made by Alicesoft, the exact same guys who make Daibanchou, which is apparently fine with it. Bah, not that it matters - I'm hardly going to accuse it of pedo-pandering of all things, I just think it's an absurdly terrible game with no plot... opinions probably mean people disagree with me here, and just because I think it's a bad game is absolutely no reason at all to ban it.

When talking about fanservice here, people seem to weirdly overestimate its "potency" (for a lack of better word) and underestimate the audience. You wouldn't be "aroused" by a random pantyshot or bath scene unless you are a horny teenager. Common fanservice is just too tame to be "arousing" for a normal person.
Rather than titillation (although that happens too, in more extreme cases), fanservice, as far as I have seen (and I have seen a lot), is usually played for humor — both of "naked people are funny" kind, and "aaawkward..." kind, depending on the situation.
Honestly, sometimes you are trying too hard to find sexual content. By saying that "fanservice is here for titillation", you degrade the audience to mentioned "horny teenagers" — which, most likely, they are not.
On a semi-related note: in some cases, intent behind some scenes also can be mistaken without knowledge. For example, a scene of characters getting intimate in some way may well be supposed to be enjoyable not due to some "titillation", but for actual sympathy with the characters — something that will not be obvious on a single glance.

It's not the images. Read the descriptions. They're "monsters" that look like children that feed on being sexually assaulted (Alice) or sexually assault men (the other two). It's intended to pander to a pedophile fetish.
