Because our Family Friendly policy didn't disallow them, and I honestly didn't see 99% of the stuff on a page like Undeboobs as creepy. They weren't explicit and they weren't NSFW. If I'd known it was against wiki policy, I'd have axed it, but I didn't and my own personal judgement was that it was a little adolescent at times, but essentially harmless.
And again, this is one thread, without any outside exposure, that's only been open for two days. That's not a lot of time for volunteers to find it and volunteer, is it? I just found it this morning, myself. I'd be happy to help clean up.

Finishing off one of these cleaning efforts will usually open one up.I don't think Underboobs is a good example of something that was cut because it had creepy things in it (especially after Shima cleaned it) - as I said, the cutlist looks more like a single troper wanted to kill two breast pages. It's stuff like Innocent Panties and O Ring Orifice that you can pretty much tell right away: "This is just wrong, who writes that stuff? Why don't you nuke these examples?"
Basically, things that will have you reach for Brain Bleach.

I can't enforce my standards cause I have no power here. But when The Powers That Be decide that those certain tropes and those kind of examples are no longer wanted here I am going to throw my hat in with support.

People tend to see NSFW as exposing genitals. They'll post dozens of women in skimpy bikinis even with that rule and mention that they were SFW when removed. Lu's wording is more likely to stop what we need stopped.
I do think that a big part of the reason for the creepy stuff sticking around is because there wasn't a policy forbidding it. That's why we're writing a policy and I am personally spearheading a clean up effort.

Of course, my threshold for "creepy" may be higher than some people's, and lower than others. I don't really mind if the bluest-nosed readers aren't happy, though at the same time I feel no responsibility to people who think TV Tropes has to have porn to represent tropes honestly.

We don't have to host porn (not that anyone's advocating that we do so, but if I'm going to strawman one side I may as well strawman the other).
My overall point being that the reason creepiness piled up is not that people were deliberately ignoring it, but a combination of "I see nothing I judge creepy here" and "I think it's creepy, but clearly other people don't, so I'd better leave it"* and "eh, not my problem."
