Or just ignore the rule about what age they're supposed to be summoned at, because any rules in a Grail War are really more polite suggestions.

Nah, "Emillya" is an actual Shirou Emiya who got stuck in a somewhat wild-haired clone of Illya's body after Heaven's Feel, from a series of doujinshi. No relation to Kuro whatsoever.

If it's Shirou's soul, then it has Shirou's circuits, and more importantly, it still has Unlimited Blade Works. If anything, having Illya's homunculus body should make him either die instantly (because of how Homunculi work) or go from "somewhat useful" to "f*ckin' broken as sh*t".
himitsu keisatsu seifu chokuzoku kokka hoanbu na no da himitsu keisatsu yami ni magireru supai katsudou torishimariIn the Heaven's Feel route, the combination of overusing Projection and the supernatural damage from the version of UBW within Archer's arm invading Shirou's body "broke his Magic Circuit to pieces", plus the mana flow of his puppet body is quite bad, to the point that Sakura has to supplement his reserves with her own huge ones just to keep his body working properly. However, Rin believes that he can eventually regain his ability to use UBW with sufficient training. I assume something similar happened to Emilya.
And for the record, the whole Emilya is obviously based on the fact that Illya does actually use an imperfect version of the Third Magic (because the Grail has yet to achieve the full formula as intended) on a part of her old body to create Shirou's new one in Heaven's Feel, which is why when the others find him, he's quite tiny and only humanoid-looking rather than human-looking.

Really, this story may be a good exercise in just how broken UBW is due to its insane versatility and Shirou's access to a very large number of Noble Phantasms thanks to both EMIYA and Gilgamesh.

A complete sadist who likes sadism. All enemies that catch his eye become targets of atrocities and misdeeds. Furthermore, having fell into a state in which self-restrain is ineffective due to the Skill Mad Enhancement, he is unmanageable... but even in this state, he likes Roma. He also likes Nero.
(On his version of Mad Enhancement... which is A+ BTW): All stats receive a Rank-UP, but the majority of reason ended up being robbed away. In case he gets in contact with Nero or Roma, a LCK check is performed. If successful, his rampage is put to a stop.
Fluticulus Diana (Moonlight, Devour my Soul): Rank C, Anti-Army. A wide range-type mental pollution attack that spreads his own madness via the moonlight projected from the sky. Very powerful. A Noble Phantasm that sublimated the legends in which the expression of his madness is the affection and divine protection of the Moon Goddess Diana (corresponding to Artemis of the Olympian Gods). If employed against an entire army, a repulsive and miserable situation will probably occur.
Despite being an existence extremely close to a anti-hero, the reason why he manifested in this world as a Heroic Spirit is unknown. Maybe it was a prank from a Divine Spirit that presides over the moon; or maybe the reason that exist in the shadows of madness, the mentality from when he was once called a wise ruler, cheered up when facing with the demise of human history...

Outside of the game, he's probably kind of nightmarish to face, because of the whole 'can forcibly seal your NP' thing, but in the game, he's... well, he's a two star servant, and using servants below 4 stars is just irresponsible.

Saber Lily is somewhat already canonical. She's Saber from after she got Caliburn but before she got Excalibur.
Medea Lily is also somewhat already canonical. It's Medea Pre-Jason, so she still trusts people and is all about the healing. Even her Noble Phantasm is about healing. She can't fight for shit though.
Incidentally, in any fic I ever write, Issei will always remain gay, and trying to get into Shirou's pants. I like this pairing, I refuse to not use it.
