It is a sniper feature, the downturned bolt means the weapon was made to accept scopes. The rifles were also made with tighter tolerances.
That's why you gotta check if the serials on the gun and the bolt match. So you know it's a proper one and not a random rifle they dropped the sniper bolt into.

Oh really when?A surplus Mosin-Nagant is about the only decent rifle you're likely to find at that price, Handle. Anything else you could get for a hundred dollars is either cheaply made, or very old and worn out.

It is how you ensure you land a clean hit to the vital target area. You have to remember living animals tend to move around even in small motions when standing still. If your aim is too far off you could maim or injure the animal causing a lingering death or the animal getting away with minor wounds.
The Nagant isn't all that fantastic as many make them out to be. They are neat fire arms but you can get better. It would be better to save up some cash and buy a middling deer rifle then having to spend roughly the same amount of money on cleaning up a Nagant to the same extent. Even the refurbished ones can be a bit rough and are known to suffer from an assortment of defects like warped stocks or mountings causing minor barrel bending. My father got a "From the Crate" Nagant and when it warmed up the shots went everywhere. The only good thing about a Nagant is you can typically buy them cheaply. You can find some Nagants that are pretty well put together but they tend cost more then surplus ones.

Who watches the watchmen?Tuefel's right; a $100 rifle is like a $500 car. It may get you from A to B — if it doesn't break down — but that's the only halfway positive thing that can be said about it. You'll find yourself cursing the damn thing soon enough.
If you're really serious about hunting, I recommend that you save up your money (at least $300, preferably more) and look for something better.

Oh really when?Actually bows overall are cheaper but bow hunting is a lot harder. You have to get closer with a bow then you do a gun. Crossbow hunting is for whatever stupid reason is often more strictly limited. There are some really fancy bows out there but a serviceable bow is at most a few hundred bucks. The downside is it is harder to learn to use a bow. It also requires more physical exertion and bows are not as accurate as the guns. The arrows that are good for hunting and their hunting tips are expensive compared to bullets on a per shot basis.
I have helped instruct in basic archery and owned my own target bow before.
