It's a shout-out to Lupin III from FLCL. The downside is that if you don't get the reference, it's just a really weird picture.

The FIRST SCENE is a shout out to Planet Of The Apes. If I had the time to go through the whole series, I'd provide at least 40 different screenshots of shout outs to various games, movies, other anime, and whatever. You want Star Wars? I can give you one. Star Trek? The Aliens in the series serve as a parody to Star Trek The Next Generation, even being replaced with expies of the cast in a later episode. You want Tommy Lee Jones from Men In Black, I can give you that. You want R Lee Ermey the Drill Sergeant Nasty from Full Metal Jacket, I can give you that too. The whole series RUNS on Shout Outs. It shouldn't be too hard to find a screenshot that references something that has been absorbed into popculture osmosis that most people would understand.

The first and last Negima ones are okay, as is the Pani Poni Dash one. I'm leaning towards because 1. it's in color and 2. while we pretty much have to identify the work that it's from, having a well known work like Planet Of The Apes makes it a lot more clear.
@Raso: The other two time machines in the first Negima picture appear to be from the most recent adaptation of The Time Machine and The Terminator.
Reaction Image RepositoryAlso, technically, that isn't a Cactuar on Koalla's tongue. It's a a Haniwa, those silly little statues that the Cactuar was based off of. Ah My Buddha has an entire episode dedicated to them. Despite all the ecchi fanservice, the episode is rather educational in that regard.

The target of the Shout-Out should be extremely well-known. Like maybe the Planet Of The Apes homage, but probably even more.

We could use an onomatopoeia of the sound effect used on for an extra life followed by "1-Up", or something like that for the caption.

I wish I knew the context for the coin blocks being there. It seems kinda nonsensical... but then again, all it takes is for the reference to be shown.
It is kind of nonsensical. To explain, the girl that is bouncing is a robot made by the little girl that's seated on the chair. She added a "reaction function", that make the robot overreact whenever someone does something ridiculous, and this was part of that function.
But, like you said, the important thing is the reference.

As a non fan of anime and manga, I find the Plane of the Apes one really approachable and clearly a shout out.
I like the Planet of the Apes one, too. I'm not actually all that familiar with the film, but that statue just looks like it must be a Shout-Out to something.
I lean toward that one myself...the odd way the jump looks in the Mario pic just doesn't work for me.
I like the Planet of the Apes one best at this point.

I hope I formatted the article name correctly.
Anyway, let's take a look at the main Shout-Out page. Right there in bold, it states that shout outs must be obviously intentional and similar phrases don't count. "Yes We Can" is a phrase popularized by Obama, but in the anime and manga page image, there's nothing there to say that it's a direct reference to Obama. "Yes we can" is a common phrase used all the time and for all we know, it's just a coincidence here.
