Doom 64 wins; Silent Hill is a close second.

All of the damn game was one big creepy everything, and so was the sequel, but the soundtracks for both manage to be utterly creepy even out-of-the-game, a rare feature for gamage in general.

Case in point: a broken-down version of the main title theme of the first game, heard in the second. Both games were notorious for making you afraid of everyday EVERYTHING in a manner with far more staying power than Silent Hill could ever dream of (mainly by letting those items simply... be).

Demons Soul was all about creating an oppressive environment, and they don't let up on the music.

The creepiest one for me had to be The Fool's Idol theme though:

And the worst thing about it is that it's the only disabled song by default in the audio options, if you do activate it, it will play EVERY time you enter the game in the region overview.

The theme from the first major area you visit in the adventure game Sanitarium. Made creepier by the plant children.

I was only 3 or 4 (Maybe even 2) when I first played this game. You can imagine what this song did to me. It didn't help that Maridia was a goddamned maze filled with creepy looking enemies.

[up][up]Ah, yes, this is the track that got me interested in Future Sound Of London because they had a similar sound at the time. Haunting.

Quite a few tracks from this game were of the "hello, trudging across a vast empy landscape ALONE, and contemplating the skies above" variety. The expansion packs and sequels had more combat-y tracks in general. The first time you get dropped onto an airless surface, and get something like this playing... Well, it does get the loneliness factor attenuated =)
