This what I figured, too: workload, more so than disc space. Does Capcom think it's worth the effort just to appease fans?
They're probably just do a cutaway or have him drain their blood without changing them, with some overly long, over the top animation to make up for it.

Fans would revolt if Midnight Bliss wasn't in, and with it's proper effect. There's an easy way out though: Super Move Portrait Attack. Just cut away to an image showing it

In anycase. I dont trust modern Capcom with Darkstalkers anymore.
They'd remove the 2D sprites in favor of that ass ugly 3D models. They'll remove Jedah to get a Teen Rating (and probably remove alot of other elements too), they'll remove the Midnight Bliss, there will be on disc DLC, and a new version will come out months later anyway...
Excuse me, but why would they remove Jedah again?

Not really. The biggest worry would be Felicia's quasi-nudity, which went well in MvC 3 so no worries.

One of his signature attacks has him inflating his enemy up in a graphic fashion. Also he'll make claws by cutting the joints of his fingers and stretching them in lines of blood, as well as attack with a spray of blood by DECAPITATING HIMSELF

Watch SymphogearI haven't seen a bloody Japanese fighting game in over a decade, but it's nothing that can't be toned down. Remove the blood itself and Jedah's dismemberment and decapitations aren't any different.

Yeah Capcom, there's a reason its called Black Blood! Hopefully they've learned from that.
Anyway, Anakaris was in Marvel vs Capcom 2, which had some 50 odd characters. They just made his cures have a generic effect on everyone, even though it was a sprite game, it was more an issue about not wanting to put in development time.
So that's your fix then, make the new Darkstalkers a sprite based game. Guilty gear still did it, Pokemon still did it, Paper Mario is going to do it again too. Just make sure the sprites are in good resolution, and make new sprites to accomplish that goal.
For the vs games using 3D models? Well, you already solved that problem back in Marvel VS Capcom 2 before 3D models were even on the table. Make Lord Raptor's hell dunk have a generic look(or just distort the models with an image editor, who cares). For Demiti and Jedah's moves, just use a super portrait and draw a still for each character effected.(Five stills for the semblance of animation would work but we're assuming they take the easy way).
At any rate, Marvel VS Capcom 3 proved that Darkstalkers are still popular choices for the VS games, someone at Capcom has to putting these same ideas together.
