Elves being sterile was the original data point we had to work with. it has however, been firmly intimated that that was in fact incorrect.
My current working theory is that Susan and Diane are indeed twins, with Susan being a changeling, swapped at birth, and unexpected second child Diane left to the auspices of a hospital.
Swapped by whom? Why? What was the fate of Susan's fellow swappee? Why is Elvish fertility such a secret in the first place? And who was the birth mother of both Susan and Diane!?

In other words, they're descended from Raven, but not as directly as father and child. They're just two branches of the same family tree.
