Judge Peckinpah almost looks like he's in control of everything on Bird Island, meaning keep the happy birds and make the birds with anger issues take anger management until they become happy. Think about it, he's wanted Red to take anger management and he's always saying that his opinion isn't needed.- What if he was just trying to make Bird Island into a Utopia and that he was actually a villain this whole time? It could help to explain why he's not in the sequel.
