Jones: <Player's Name>, when Gloria posed as bait for the Rocket Cow Killer, we didn't intend for her to get KIDNAPPED!

After Gloria gets kidnapped by the Rocket Cow Killer, the rest of the department gets worried sick waiting for a sign of her. Fortunately, their wait gets put to an end when Cathy receives a signal from Gloria's tracker at the woods of Fairview High, where Jones and the player find Gloria Bound and Gagged but otherwise fine... and also the body of Edward Ramis, Julian's father and the latest victim of the Rocket Cow Killer.

It's time to catch this Serial Killer once and for all.

Tropes:

  • Abusive Parents: Principal Wilcox apparently had these during her younger years, which served as her Freudian Excuse for becoming the Rocket Cow Killer. Dr. Gibbs also accuses the Rocket Cow Killer's victim to have been these, as their kids were his patients and he saw how badly they treated them.
    Greg: It's no wonder the Rocket Cow Killer sees fit to poison these parents! It's just a taste of their OWN MEDICINE!
  • Alone with the Psycho:
    • Gloria gets kidnapped by the Rocket Cow Killer and taken to their lair at the start of the case, and almost gets killed as a result hadn't it been for the fact Wilcox saw the tracker on her clothes.
    • This also happens to Jones, the player, and the rest of the team during the main investigation, as the Rocket Cow Killer infiltrates the police station to leave a threatening message to you.
      Jones: It gives me the heebie-jeebies knowing there was a serial killer here with us a minute ago, and we didn't even know it!
  • Ambiguously Evil: Throughout the case, Jones and the player have doubts whether Dr. Greg Gibbs is the Rocket Cow Killer or not, as not only he sent a can of Rocket Cow to Edward with a threatening message telling him "it would be his death," but also left a CD containing information about the Rocket Cow Killer's victims at the police station claiming that he just wanted to help. In the end, he's revealed to be Good All Along.note 
  • Back for the Dead: The victim is Edward Ramis, Julian's father whom Jones and the player character first met five years ago.
  • Back for the Finale: Julian Ramis, Principal Rosamund Wilcox, and Dr. Greg Gibbs all return as suspects in this case, which is the last one set in Fairview. Izzy Ramsey also reappears during the Additional Investigation.
  • Badass in Distress: Gloria, a competent cop who managed to shot a robber that almost killed her years ago in Chicago, is kidnapped by the Rocket Cow Killer and almost murdered by them.
  • Bound and Gagged: Gloria is found with a gag and her wrists tied when you rescue her from the Rocket Cow Killer's lair.
  • Cliffhanger: The case ends with an earthquake hitting the city, setting up the plot of the next district.
  • The Climax: For Fairview.
  • Continuity Nod:
    • A photo of Emma Tank is seen in the trophy collage made by the Rocket Cow Killer.
    • Cathy mentions that the Mysterious Informant she met in a hacker forum has sent her a package addressed to The @rtist.
  • Couldn't Find a Pen: Subverted. During the last stretch of the case, you find a collage of photos of the Rocket Cow Killer's victims on their lair, with the words "Hear My Cry" scribbled on red all over it. Jones suspects it was written with blood, but Rupert later confirms the material used for it was lipstick.
  • Creepy Souvenir: The Rocket Cow Killer kept a collage with photos of all the people killed by them. According to Gabriel, serial killers tend to collect trophies related to their victims.
  • I Did What I Had to Do: During her arrest, Wilcox tells you she HAD to kill the parents who mistreated their children.
  • Don't Celebrate Just Yet: After arresting Wilcox, Chief Parker tells you and Jones that the day isn't over yet, as you still need to discover what happened with the missing shipment of amlodipine Wilcox had been using to commit her murders.
  • Ear Ache: When you find a newspaper detailing how Gloria killed a criminal during a robbery, she claims it was done in self-defense as said robber had a gun and shot-off Gloria's partner's ear.
  • Evil Principal: Principal Rosamund Wilcox is revealed to be the Rocket Cow Killer in this case, making her the main antagonist of Fairview.
  • Exploring the Evil Lair: Gloria and Edward's body are found on the Rocket Cow Killer's lair, which is a small forest clear behind the high school.
  • Forged Message: Steward Benedict, Wilcox's accomplice, stole the shipment of amlodopine from the zoo by forging Nathan's signature.
  • Freudian Excuse Is No Excuse: During her arrest and trial, Wilcox reveals that she killed parents as punishment for their behavior to their kids, citing her own Abusive Parents behind her reasoning. Both Jones and Judge Powell are not impressed, stating that she only traumatized these kids in the process.
  • Gullible Lemmings: Wilcox manipulated Steward Benedict, Fairview High's bus driver, into being her accomplice in the murders by telling him she was protecting kids from abusive parents, which he saw as a noble cause because he wants to do the same.
  • Implied Death Threat: During the investigation, the Rocket Cow Killer enters the police station to leave you a recorded message telling you to stop looking for them or you'll end just like Edward Ramis.
  • Killing in Self-Defense: Gloria did this with a robber that she and her partner tried to stop back in Chicago a few years ago, which she attempted to hide from the team.
  • Last Episode, New Character: Stewart Benedict, the bus driver at Fairview High, is introduced in this case as a suspect.
  • I Miss Mom: Julian says a variation of this with his father when he recalls all the things they did together before their fight and his death.
  • Mysterious Informant: During the Additional Investigation, Cathy tells you one of these had been chatting with her on a hacker forum, who decides to send her a package with "proof" of a conspiracy theory going on at the forests where the satellite crashed a year ago. In the end, this mysterious person ends up being Izzy Ramsey.
  • Newspaper Backstory: During the investigation, you find a newspaper detailing how Gloria killed a robber during a mission back in Chicago, but it was ruled as self-defense and expunged from her expedient. However, she still decided to keep this a secret from the team out of fear from being shunned by them.
  • Oh, Crap!: Jones has this reaction when he identifies Edward, Julian's father, as the victim.
  • One of Our Own: Gloria becomes a suspect in this case due to being present at the crime scene where Edward died, even if she only got there because of being kidnapped.
  • Parting-Words Regret: Julian had a fight with his dad because Edward found out Julian was selling pot and had gotten in trouble with the law again, up to refusing to believe Julian had accepted counseling from Dr. Gibbs. He's devastated to learn he's dead because now he can never take those words back.
    Julian: Oh, God! The last thing I told him was that I hated him, and now I'll never be able to take it back!
  • Red Alert: The police station is put into maximum alert after the Rocket Cow Killer infiltrates it to leave a threatening message for the player.
  • The Reveal: Izzy reveals and Jones confirms that a dome was built on the satellite crash site supposedly to contain the radiation it emits... perhaps.
  • Revealing Cover Up: Wilcox's efforts to get the player drop the case by leaving a message for them on the police station ends up being her undoing as she obviously leaves clues behind that end up serving to capture her.
  • Secret Relationship: Principal Wilcox was in one with Edward a few months ago, which Julian found appalling and made him resent her. During her arrest, Wilcox reveals she lured Edward into the forest with the excuse of discussing resuming their relationship, which she used as an opportunity to give him the adulterated Rocket Cow drink.
  • Shout-Out:
    • In the Killer's Hideout scene, there is a clown mask reminiscent of those worn by the Joker's minions in The Dark Knight.
    • In the Killer's Camp scene, there is a can of tomato soup referencing Campbell's.
    • Byron Uno is a parody of Brian Eno.
  • So Proud of You: After you arrest Wilcox, Chief Parker tells the team she's proud of all of them, specially the player.
  • Title Drop: You find a collage of photos made with the victims of the Rocket Cow Killer with the words "Hear My Cry" scribbled over it with lipstick.
  • Trauma Conga Line: As if spending a year in juvie for accidentally killing his best friend, getting Bullied into Depression as a result, being a suspect in another murder, and almost being arrested for possessing pot just wasn't enough for the poor kid, Julian gets hit with another disgrace by having his father murdered in this case, leaving him completely alone.
    Rosamund: Oh, poor Julian. His troubles never seem to end...
  • Villain Ball: Rosamund Wilcox really grabs it in this case after she decides to infiltrate the police station just to leave a message threatening you to stop looking for her, giving you clues that end up helping you catch her in the end. She also reveals during her arrest she knew Gloria and Carter's fight was a trap set up for her, but couldn't resist going for her anyway.
    Rosamund: He was already dead when I saw your partner abusing her son! And I knew it was a trap, but I... I couldn't help myself. I couldn't let her get away with it!
  • Well-Intentioned Extremist: Both Rosamund and Stewart see themselves as this, fully believing that getting rid of abusive parents is what's necessary to protect children no matter how traumatizing it might be for them.
  • What the Hell, Hero?: Jones has this reaction towards Gloria when you find she hid the fact she killed someone during her stay in Chicago, as he considered it withholding an important secret from the department.
  • You Monster!: Jones calls the Rocket Cow Killer a monster when you find their collage of victim's photos at the forest.
    Jones: And there's a message written: "Hear my cry"! Hear WHOSE cry, you MONSTER?!
