Welcome to the heart of Pacific Bay.

Inner City is the third district investigated in Criminal Case: Pacific Bay.

Primarily based on San Francisco and New York City, Inner City is the home of thousands of immigrants that have arrived to Pacific Bay looking for a better life. Chinese, Jewish, Serbian, Irish, Russian, Italian, and many other foreign communities have settled in these suburbs, which are known for always having a celebration or festival going on.

Inner City primarily focuses on settling a growing community feud between the Chinese and Russian communities of the district before it escalates into a full-blown Mob War. Along the way, an anarchist group known as Inner Chaos decides to return from their years-long inactive period with the purpose of stirring the flames of said feud and create chaos in the streets, all whilst a mysterious criminal starts stealing organs among various deceased bodies.

    Cases Set in Inner City 
  1. Heartless: A Chinese immigrant is hung on a street banner and has her heart removed.
  2. Payback: A Jewish ex-convict has his throat slashed inside a delicatessen.
  3. Eastern Promises: A Serbian man is impaled on a decoration during his daughter's wedding, lungs stolen.
  4. Spineless: An Irish priest has his lungs blown up with helium, then his spine gets stolen.
  5. Murder-Go-Round: A Russian trophy wife bleeds to death in a carousel.
  6. Killing Time: An Italian editor-in-chief gets strangled by a giant clock and left on display in a train station.
  7. Under the Skin: A Russian community leader is skinned alive and tied to a Chinese parade float.

Tropes:

  • Arc Villain: A Big Bad Ensemble of no less than five antagonists. First there's Nikolai Kamarov and Sue Xiong, leaders of the Russian and Chinese communities, respectively, who serve as the main source of conflict for the community feud. Then there's Fredo Mancini, leader of the anarchy group known as Inner Chaos who is trying to plunge the streets into chaos by intensifying said feud with its propaganda. And finally we have Mark McKenzie, a Back-Alley Doctor responsible for stealing organs among various of the district's victims, being paid by The Man Behind the Man Rupert Snow to do so.
  • Bomb-Throwing Anarchists: Inner Chaos, a group with an Anarchy Is Chaos mentality who are trying to create havoc in Inner City by instigating a Mob War between the Chinese and Russian communities.
  • A Day in the Limelight: Hannah gets a great deal of focus in this district, as we get to learn her past as a child of immigrants and her previous ties with Inner Chaos before she decided to work for the police. In the end, she's the one who gets to foil Fredo Mancini's plan by killing him before he can murder everyone with a bomb.
  • Mob War: The main focus of the district is preventing one of these from happening as the team tries to calm down the tensions between the Russian and Chinese communities of Inner City. In the end, they succeed.
  • Organ Theft: One of the subplots of the district is identifying a mysterious individual who has been stealing organs among various of the district's victims, such as a heart, a pair of lungs, and a spine.
  • Recurring Character: The main recurring characters for Inner City are Nikolai Kamarov, Sue Xiong, Fredo Mancini, Mark McKenzie, Aicha Ben Malek, and Sergei Yablokov, and to a lesser extent Yuan Wong and Heather Valentine.
  • Russian Bear: The Russian community is represented by a bear.
  • Third Line, Some Waiting: The organ stealing portion of the district's storyline is mostly relegated to the background, receiving only a handful of mentions and Foreshadowing while the community feud and Inner Chaos gets the big spotlights. However, as we discover in the final case, it ends up being Connected All Along to the community feud.
  • Two Lines, No Waiting: Inner City is the first district in the franchise to have more than one big plot going on. There's the team trying to calm down the arising community feud between the Chinese and Russian communities of the district, while also putting a stop to Inner Chaos before they can wreak havoc in the streets.
  • Urban Segregation: As we see throughout the district, Inner City is mostly divided in ethnic communities of varying social class, with Russians and Chinese being at top.
