Protagonists

    Risa (Lisa)

Voiced by: Rina Kawaei (Japanese), Haven Paschall (English)

  • Agony of the Feet: Surprisingly averted, despite risking great harm running barefoot by landing repeatedly on the heels first. note
  • Butt-Monkey: Throughout the movie she's put through more abuse than Team Rocket themselves, including being tricked into a wild goose chase through the mountains, getting shocked by Pikachu, getting volunteered to clean up the festival's plaza against her will, being made take a lift up the Eternal Flame's tower twice despite her fear of heights, having to climb up said tower's ladder, and being spied on by her little brother.
  • Gyaru Girl: Her make up, multicolored hair and general style of dressing invokes the image, even if she's not addressed as one.
  • My God, What Have I Done?: Her hesitation to run again leads to Eevee being hurt in a panicked crowd.
  • Your Makeup Is Running: Her misled efforts to find an Eevee in the woods leads to her makeup starting to wear off by the time the Rangers find her. Emphasized even more in a scene shortly after as Ash goes to get into an elevator, and the doors slide open to reveal a haggard, exhausted Risa.

    Rick (Riku)

Voiced by: Shoko Nakagawa (Japanese), Lianne Marie Dobbs (English)

  • Delicate and Sickly: Rick's been bedridden for unclear reasons, but his leg is shown in a cast throughout the film - though he sends Risa to go to the festival for him. It turns out that whatever's wrong with him has no effect on his energy, as he successfully hides his status as an event host from his sister for most of the movie and hides from his viewers that he's not on scene, which he is then called out on in a post-credit scene.
  • Intrepid Reporter: Not even being bedridden will keep him from reporting on the festival.

    Callahan (Kagachi)

Voiced by: Koji Ohkura (Japanese), Billy Bob Thompson (English)

  • Accidental Truth: His claim of there being a rare Pokemon in the mountain was actually true.
  • Chekhov's Skill: His good aim from the target throw comes in handy when he has to throw the antidote at the windmill blades.
  • Consummate Liar: He's prone to come up with wild tales either to impress his niece or get himself out of trouble.
  • Cool Uncle: To his niece Kelly...which temporarily turns into a Broken Pedestal when all his lies catch up to him.
  • Heroic BSoD: Becomes this after Kelly loses all faith in him. He gets better, though.
  • Living Lie Detector: Not him, but the Sudowoodo he later catches (which is a Lost in Translation pun on its Japanese name Usokki).
  • Overly-Nervous Flop Sweat: He actually gets really nervous and sweats like crazy when he's confronted about his lies.
  • Rebuilt Pedestal: After becoming a Broken Pedestal to his niece Kelly after his lies are exposed, the pedestal is rebuilt after he contributes to saving the town.

    Toren (Trito)

Voiced by: Gaku Hamada (Japanese), Eddy Lee (English)

  • Bathroom Stall of Overheard Insults: After being caught out for helping Callahan in the Catch Race, he runs away after hearing some of his colleagues insult him. What he doesn't hear is one standing up for him and his knowledge and passion for Pokemon.
  • Hiding Behind Your Bangs: His hair covers his right eye, which helps signify his shyness.
  • Shrinking Violet: Is described as timid and lacking confidence in himself.
  • Took a Level in Badass: Became this by the end of the film after obtaining courage and standing his ground in the faces of those who had previously derided him.

    Harriet (Hisui)
https://static.tvtropes.org/pmwiki/pub/images/harriet_9.png
Voiced by: Masako Nozawa (Japanese), Kathryn Cahill (English)

  • Conspicuous Gloves: Wears a glove on her right hand despite the weather not being cold enough to need it. It covers the burns she received when her Snubbull sacrificed themselves to give her the activation key.
  • Encounter Bait: Accidentally gets splashed with some Sweet Scent formula, attracting some friendly Pokemon to her.
  • Grumpy Old Woman: She's constantly complaining about Pokémon being in her presence, although she eventually softens.
  • Safety in Indifference: Her reason to hate Pokémon stems from the fact that her Snubbull died in the past trying to retrieve keys for the plant during the burning forest incident.
  • Trauma Button: Collapses in shock for a few seconds upon seeing the fire, having been right in the middle of the first one 50 years ago.

    Margo (Largo)

    Zeraora
https://static.tvtropes.org/pmwiki/pub/images/807zeraora_sm_anime_2.png
Voiced by: Kōichi Yamadera (Japanese), Pete Zarustica (English)

  • Fast as Lightning: Literally — Zeraora can turn into a lightning bolt to get from one place to another at Ludicrous Speed.
  • Fury-Fueled Foolishness: It nearly hurts a group of innocent Pokemon whilst attempting to scare Ash away with it's attacks. Luckily Ash saves them.
  • Humans Are the Real Monsters: Believes this after what happened 50 years prior to the movie.
  • Jerk with a Heart of Gold: Hates humans to the point where it will attack anyone who approaches it, even if they are trying to help. Of course, these attacks are clearly just meant to scare people off and not meant to seriously hurt anyone. In fact, despite it's dislike for humanity, he will risk its own life to save a human from danger, just like it would any Pokemon.
