A newcomer to the Nocturnal Community Relations Division, Arata was assigned to the division after 'figuring' out the trick question. He is both a descendant and the reincarnation of Abe no Seimei, the (in)famous master of onmyōdō during the middle of the Heian period in Japan.
Arata possesses the 'Ears of Sand', the ability to communicate with the 'Another' species, something that sets him apart from the other division members.
- Blonde, Brunette, Redhead: The redhead of the trio.
- Rookie Red Ranger: Arata is the reincarnation of Abe no Seimei and can communicate with the various Another species, yet he initially had no idea what was the real purpose of the Nocturnal Community Relations Division until he participated in their activities for the very first time. Bonus points for also being a Red-Headed Hero.
- Suddenly Fluent in Gibberish: Basically what the Ears of Sand boils down to.
The brawn of the team.
- Blonde, Brunette, Redhead: Has dark blond hair, though in his host days it was a lot brighter.
- Really Gets Around: Probably helped by the fact that he used to work in a host club.
- Searching for the Lost Relative: Joined the Nocturnal Community Relations Division to look for his elder sister, who was kidnapped by an Another.

- Blonde, Brunette, Redhead: Has black hair, completing the blond/black/red version of this trope with Kyōichi and Arata.
- But Not Too Foreign: He’s half-British, half-Japanese.
- Dude Looks Like a Lady: To the point Sakaki has used Theo more then once as a fake girlfriend to ward off one night stands.
- Older Than They Look: Despite his youthful looks, he's the oldest one among his NCRD Shinjuku Ward peers (he's 38 years old, a year older than Chief Senda).
- Spell My Name With An S: His name has been spelled a couple of ways: Himezuka/Himetsuka/Himeduka for his last name, and Seo/Theo for his given name. The official romanization of his name is Theo Himeduka, as seen in the second PV.
- The Smart Guy: Often the one that comes up with plans and gives exposition, and the most levelheaded of the trio. He also invented the special police tape used to trap Anothers, which is now used by Nocturnal Community Relations Divisions across Japan.
- Younger Than They Look: He actually joined the division at the same time as Senda, to Arata's shock.
- A Day in the Limelight: The "Fukurokouji to Anoko to Ore to" OVA explores more of his background and his family history before he joined the NCRD.
- Irony: Reiji couldn't see anything paranormal when he was growing up, even though he's from a family of psychic mediums.
- The Glomp: Tackles Arata (multiple times) when he, Theo, and Kyōichi go to investigate his family's origins.
The Aztec god of chaos who enjoys 'playing' with Seimei, and Seimei's current reincarnation Arata is next.
- Blue-and-Orange Morality: For as long as he gets his fun, he doesn't exactly care much about any collateral damage he may cause.
- Dude Looks Like a Lady: He is very androgynous.
- Immortal Immaturity: Fitting for The Trickster of the Aztec pantheon, he is every bit as childish as he is powerful.
- In-Series Nickname: Kohaku is the name given to him by Seimei centuries ago.

- Reincarnation Friendship: Not exactly friendship, but he was the friend of Abe no Seimei while he was alive, and continues to annoy Arata after meeting him in episode 3.
- Shameless Fanservice Guy: Offers Arata to wear more 'pleasing' clothes.
- Token Evil Teammate: While he is not inclined to go all the way to full-blown villainy, he is a loose cannon thanks to his Skewed Priorities.
