** The word "apostate" means someone who abandons their religion/duty/beliefs. In universe, it's used to describe mages who live outside of the Chantry-governed Circle of Magi. Since the Chantry is the prevalent religious institution, living outside its rules is sacrilegious. Technically, referring to Hawke and Bethany as "apostate" is wrong, because they've never been a part of the Circle.
*** Anders, on the other hand, is an apostate. The Hawke siblings' late father Malcolm was also an apostate since he abandoned the Kirkwall Circle to elope with Leandra.
*** The Tal-Vashoth are also technically apostates but never referred to as such.
