An extremely violent street gang that has replaced Mad Gear in the streets of Metro City since their utter disbandment in the first two games. The gang was originally once a small subordinate gang of Mad Gear that just never appeared in the way of Mike Haggar's personal war on crime, and made a rather smart move with that, making their rise upon their main gang's dissolving. Through the military inspired tactics and leadership of Marshall Black, Skull Cross absolutely destroyed any and all opposition that came their way or got in the way, and especially made themselves known upon the violent aftermath period when Mad Gear's absence left a gaping power vacuum in the city's underworld.

Much unlike Mad Gear, whose ranks and lackeys mainly consisted of troubled and misguided people goaded to express themselves destructively, punch clock thugs who did whatever to pay the bills, and the core evil ringleaders that did deserve what was coming to them, Skull Cross is a crowd of much more disgruntled and disturbed individuals encouraged to literally wage war and hack away at the foundations of society. While Mad Gear pushed around drugs and illegal weapons with the occasional act of civil disturbance, blackmail and criminal extortion (among other things) for a quick buck and to stand up for themselves, Skull Cross's umbrella of criminal activity included social disturbance through terrorism and acts of mass destruction, militaristic empowered movements of social rebellion, and even outright assassination and wetwork. Although Mad Gear kidnapped people and held them for ransom, they didn't go as far as blow up nearly half of a city and hire mentally disturbed people into their ranks.
