I don't believe Yharim's brother's name or actions are ever mentioned in the Calamity lore- the only information I can find is from a fanmade roleplay called Total Calamity.
"The Napoleon: Is 5'4" (160 cm) tall lore-wise, but that doesn't stop her from being one of Yharim's top dogs."
5'4 is the average height of an adult women. She isn't really isn't short in comparison to an average adult women. This trope doesn't apply.
