I'm gonna pull the Bobbi Morse/Agents of SHIELD example. Yeah, she's getting her own show, but she was an established and fairly popular comic book character who they introduced on AOS specifically because they were hoping she could later be spun off into her own show or movie. She was a major character on the show from the moment she was introduced, not a minor one they expanded due to fan popularity.

Also, I don't think she's exceptionally popular to begin with. I mean, she's not ''unpopular'', I just don't think her fanbase is any bigger than most of the other main characters are.
