Let me explain:

* \'\'Is courteous to the Half-Face Man when she meets him, apologizing for how \"mean\" her \"boyfriend\", the Doctor, could be.\'\' She was going to manipulate him into deleting his emotions!
* \'\'She tells Doctor Chang that she\'s always going to keep a picture of him looking \"so sweet\", always, before killing him so he can\'t get in the way of her Evil Plan. She says that she even \"feels a bit emotional\" about it afterwards.\'\' I\'m pretty sure she was mocking him and killed him because he was useless to her now.
* \'\'She encourages Osgood to be more confident in herself in \"Death in Heaven\", before murdering Osgood for the hell of it.\'\' She grinds her glasses into the floor with her heel! I\'m pretty sure a true AffablyEvil villain wouldn\'t have done that!
* \'\'Her entire plan in series 8 turned out to just be an attempt to repair her friendship with the Doctor, in her own Ax-Crazy way.\'\' She was trying to corrupt him! Not to mention that plenty of his dead friends and allies (i.e. Amy and Rory, the Brigadier) were either in the army or most likely a part of it!

Not to mention she vaporizes two UNIT agents - one with a wife and children - just to prove she\'s not good! I don\'t think an AffablyEvil villain would do that! And for no reason other than petty jealousy, she tries to trick the Doctor into \'\'\'killing Clara\'\'\' when she\'s stuck in a Dalek casing! And she lied about Gallifrey\'s co-ordinates because she wanted to be a jerk for no reason other than to get the last laugh! And she killed Seb because he was annoying her, yet another thing an AffablyEvil villain probably wouldn\'t do!

Do you see my point? Thus, I think she counts more as FauxAffablyEvil, then just AffablyEvil.
