Exactly, yes. Couldn\'t have said it better myself. The Water Tribe may not be quite as into dueling as the Fire Nation with their agni ki duels, but they still do have them. At the very least you notice that no one in the room batted an eye when Katara challenged Pakku. In their world using violence to solve problems IS acceptable. Therefore letting Katara assault Pakku isn\'t a case of PCM, because it\'s not violating the show\'s own morals. So, again, that\'s ValuesDissonance, because the show holds a moral stance that a large segment of our own society does not.

The only nation in the world that seems to actually be against dueling is the Earth Kingdom, and even then only in Ba-Sing-Se.
