It should be noted this can be true. Usually hollywood gets the details wrong. As noted with the Revolver example there are certain revolvers that could use a suppressor effectively.

There are several sielnced/suppressed weapons where the loudest sound is the motion of the weapons action, the bullet hitting something or passign through the air, and shells hitting a hard surface. The fwip sound is usually the bullet passing through the air.

This is affected by the make of the silencer, the weapon it is attached to, and whether or not it is firing subsonic ammunition. The MP5 series of weapons are well known for having a near silent operation. The loudest sound is the sound of the automatic action cycling. It has that characteristic chk chk chk/or a softened clack sound. There is a specially made pistol that locks the slide back to eliminate most of the sound from the pistols action cycling on the better silencers.

In WWII the Welrod pistol fired a subsonic .22 caliber round. It was invented for special operations and spy work. The weapon is noted as effectively being totally silent, The DeLisel Carbine another WWII special operations weapons was also equally quiet but it fired a sub sonic .45 caliber round and had a much larger suppressor.

Effective silenced weapons typically use sub-sonic 9mm or smaller caliber ammo. Suppressed assault rifles are still audible for example as are othe similar non-subsonic ammos. However the sound is greatly reduced.

The big trade off with silenced weapons is the ammo is usually not as powerful and has less range then their unsilenced version. Targets may need more hits or careful well aimed shots to ensure to they go down quietly.
