Like I already said, I think even the spirits hemselves understand that hurting a possible/very likely love interest won\'t make Aang a very good Avatar. First off, what did Koh do to ensure that Kuruk would take his job seriously: he took Ummi\'s face. He hurts the Avatar all while looking like he\'s helping the world. Viscious and effective. Second: spirits have wifes and lovers right? Just look at what the Ocean did when he lost his wife. I think even the Avatar State understands this.

I won\'t explain you why he has no reason to fear about Katara being a \'safeguard\'. And about Appa... well it goes two ways:

Because if he does something about it, even if he is in the Avatar State (which would surprise me, since no one on the Dai Li wants that to attack their city) he\'s giving the Earth Kingdom to distrust the Avatar. He would be making the same mistake his ancestor did. And Appa? He\'s an animal, not a dragon. Meaning he isn\'t about to go and hurt people around him. He will fear them at most, but he won\'t do a thing.

Okay, I don\'t think I got your reference completely so correct me if I am wrong. If the whole Avatarverse!world was a playground, the Fire Nation would be the bullies and Aang (with his friends)the one who protects them from getting hurt. And Zuko is in this case a bully who apologizes for hurting people, all while continuing to do so. Got it right? Because I\'m not sure.

Zuko doesn\'t need to admit it. He knows already. Why do you think he is so scared of what will happen when the war is over? He knows that if the Fire Nation looses all the other countries are going to annihilate them. If you aren\'t able to see that, then you should read the story a second time (and a third, just to be sure).

And seriously? Nobody wants to admit that everybody deserve to suffer for something that happened ages ago. It\'s one of the things that helped Hitler and many other dictators to rise to power. If you think about it, going after the Fire Nation not only breaks the balance, but it makes matters worse.
