Did you just accuse the developers of being lazy in the same sentence as noting that the game is fully voice acted? First of all, since you \\\"forgot\\\" to note this, the only “characters who change voices” are the beggars. When you ask them about rumors, the game checks their race and plays one of several prerecorded responses, none of which sound like beggars. And to be fair, it’s still the same actor.

Secondly, you ignore the fact that they spent three times the amount of time writing each individual quest and each and every guild has its own plot to play through, the fact that each and every NPC in the game has their own dynamic schedule instead of sitting in one spot lifelessly like in most other RPGs, the fact that every dungeon has a preset layout instead of relying on random generation, the fact that the combat has improved beyond “mash the attack button until you win” the fact that they hired PATRICK STEWART to voice the Emperor and Sean Bean as his fourth son,
(That probably sucked up the voice acting budget though…), the fact that, as you noted, every line in the game is voice acted, albeit at the cost of variety, (which I got over about 1/4 of the way through the game mainly because it doesn‘t effect the gameplay), the game’s phenomenal graphics…

And so on just because “there’s not enough variety in voice actors and beggars change their voices!!!”
