The Caliphate which appears in the later books is completely implausible. First, the very concept of a Caliphate Council is impossible-Islamic scholars are unanimously set on the notion that there is only to be one caliph alone, and a dispute over caliphs was what caused the Sunni-Shiite split in the first place.

So, an earlier takeover of Iran by religious elements is not going to cause a cross-sectarian alliance of clerics who remain united because they hate the rest of the world more than they hate each others. Also, given that historically, secular ethnic nationalism was the predominant rallying point of the Arabs at this point in time, especially if they had been under Nazi rule, those regimes would fight Iran, not join up with it.
