This is not only because of the other winds. They only gained their first wind based attack in generation II and in generation I existed two normal types wind-based attacks. One of the two was really transfered to the Flying type but the other stayed there. By the way, exists one reason really obvious to one elemental not be one Normal-type. And the name of the type is Flying, not Wind or Air-and nobody invented by far one element to Bug,Dragon or Fighting. And, in either case, with the exception of Doduo/Dodrio ALL the Flying-types fly-exists no reason to you delete {{Flight}}.
