Because it’s wrong. Chemistry has been a lifelong focus for me, and the words for “substance with a pH greater than 7” are “basic” and “alkaline”. The more general term is “basic”. While “alkaline” refers to a more specific group of bases (while also carrying the meaning of “pH greater than 7”)
I’ve never heard “baseous” used anywhere, and after checking a few dictionaries, that seems to be because it isn’t a word.
