Bismarck is arguable, certainly. He did not believe in territorial expansion as did, say, Moltke, largely because he did not believe that a state like Prussia-Germany would overextend itself by trying to incorporate too many restive populations at one time. On the other hand, he had no qualms about attempting to incorporate religiously or ethnically alien populations like the Poles, as long as he thought he could maintain control.
