We don\'t know that there\'s a good or an evil Android 21 until the final arc, and even then, the split doesn\'t happen until very close to the end. For most of the game, including every other mode besides Story, \"Android 21\" refers to the BigBad of the game. She was even marketed as the villain before the final game was even released.
Good Android 21 is a complete spoiler, so she gets her own folder. Evil Android 21 is, more or less, the character we\'re introduced to from the start, even if that wasn\'t officially her name until the very end.
