The problem is people aren't hating on Barry for taking traits and plots from Wally. Barry actually had an inter-continuity version of RescuedFromTheScrappyHeap since in the comics he was deemed a CreatorsPet who didn't deserve the focus he got.

ReplacementScrappy usage needs to reflect a majority opinion and given that CW Barry is a BreakoutCharacter that really doesn't fit. I'm sure there are a select few fans out there who wish all this was given to Wally in the first place, but this isn't a problem for the wide fandom. Putting ReplacementScrappy link on Barry makes it sound he's reviled by the fandom as a whole for stealing Wally's place.
