Disagreed. The fact that Ozpin mentioned Ruby's Silver Eyes the very moment they've met for the first time is enough to imply that her eyes are ''somehow'' important. Just because it wasn't foreshadowed that they were important in this specific way doesn't mean that it was pulled out out of RT's rear end. It was already explained that magic and legends exist in the setting, we just were never told about this specific magic. And the fact that silver eyes were mentioned before in a way that clearly imply their importance makes it pretty clear that the move was planned ahead, not pulled out of nowhere.
