If it is a Pokemon, that sounds like Raikou. Did she say that wasn't it?
It sounds like one of the classic first three picks in the first Gameboy version, the fire animal, Charizard.

It's kind of obscure for a kid to have a stuffed animal of it, so I doubt this is it, but the digimon Mihiramon matches the description aside from the wings being yellow instead of blue.

My friend was describing a creature that she saw a little girl holding a stuffed animal of. She thought it was a Pokemon and told me about it because I'm a huge Pokemon nerd, and I'm trying to figure out what exactly the stuffed animal could be. She described it as a cross between a tiger and a dragon, with normal yellow/black tiger colors and it had dragon wings. I asked if it was more cute or badass, and it was more badass looking. It was on all fours, and she thinks the dragon parts were blue/black colored. I then showed her a bunch of possible Pokemon that I could think of and none of them were what she saw.
The Pokemon that I showed her: Raikou, Arcanine, Landorus (the changed form version), Pyroar, Luxray, Solgaleo, Absol, Entei, Type: Null, Ampharos, Heliolisk, and also Saber Leomon from Digimon (might as well give it a try lmao)
So now I'm not sure if it's a Pokemon or if it's from some other creature-based show. It's killing me not knowing.
