To find a character, try the media and genre discussion forums (they are full of fans, maybe someone will have come across an anime or fantasy character like the one you are describing.) There are also some forums for writers, if you are thinking of creating this person yourself.
Finally, if you want to know if there is a character trope for someone like the person you described, try Trope Finder. Just ask on their forum what would describe someone like that.

I was wondering if a character who has all or most of these traits actually exists:
1. Shapeshifting (maybe)
2. Astral projection (definitely!)
3. Creating something in the astral plane that links two souls (said item can weaken a person if removed until the other person can nullify the effect)
