Back in the day there were a bunch of animal gangs in the Beast World (which is an entirely differently world, not part of Hell). We meet the leaders of two of these gangs: the Oni Supremes (stage 4 boss, Yachie) and the Fierce Fangs (extra stage boss, Saki) but the others are vaguely referred to, like another 4 Devas situation. The leaders are treated like supreme beings, the toughest of the tough. Yachie in particular is someone that it's impossible to go up against. The other gangs are the Avarice Alliance and a 4th nameless gang (it's specifically doesn't have a name, it's <Nameless>). There might be more too.
It's a total survival of the fittest kinda dog-eat-dog world, so the "human spirits" were considered the weakest spirit of all and treated like slaves. However, eventually the human spirits managed to summon a protector god, Keiki (final boss). Keiki had the power to create idols, statues that when imbued with faith could come to life and do anything. So the human spirits prayed to their idols and created an army of clay soldiers to protect them. Since statues have no emotions and never get tired and all that, it's impossible for even the most powerful spirit to defeat one.
The human paradise protected by Keiki is called the "primate garden" (well, it's kind of a pun but whatever) and is described as being ruled not by humans, but by statues. It's a 0th law rebellion kinda things where the mindless servants took over to ensure the complete comfort and safety of the people, but also preventing them from living freely. Eventually the statues start moving out into the rest of the Beast World to pacify the animal spirits there.
So Yachie hatches a plan to get real flesh and blood humans to fight back against the statues. However, there's no road directly between the Beast World and the Human World so she has to send her animal spirit minions through Hell, taking advantage of the current chaos there to sneak by undetected. These animal spirits are the ones Reimu and Marisa think are invading the human world.
The animal spirits possessing you seem to belong to different Beast World gangs, I think.

Wait, it's not set in hell? So ZUN is hinting about troubles in hell, but then ignores it?
Is it just me, or does Saki's design look very un-ZUN like?

- in the backstory part of omake.txt, there are 4 biggest gangs, they compete for "share"s (yes, it's literally written as that in Japanese), and when human gathered in the Primate Zoo their faith accumulated together and summoned a protector god. Does that ring any bells to you?

Stage 4 boss looks like a dragon, but I doubt she actually is one.
Stage 5 boss would be more impressive if at least two fangames hadn't already done the haniwa gimmick. Also I don't like her design.
Stage 6 boss's nonspells are hella cool.

Heart of StoneStage 4 boss is actually a dragon. She uses "Dragon Sign" cards and everything.
She's also one of those early stage bosses who never actually gets defeated but just waves you on through, like Yuugi or Sagume.

Stella ~Part 3 (Atelier Shallie)It has been pointed out that everything about this game is just cyberpunk. Keiki is like a mega-corporation that rules through control of technology, and the only other powers are feuding yakuza families. Also the "garden" has a very techno feel to it.

Yuyuko just called Yachie a Yakuza, so yeah, that's canon.
Just watched a 1cc video of the WBaWC. Damn, this game has amazing music and danmaku. Blew HSiFS completely out of the water. Especially Cake. Her danmaku is stunning, and Idolatry World is an absolutely beautiful final boss song.
