As for DIO, I firmly believe that The World is the perfect counter to Wonder of U's ability. Wonder of U's weakness is that its defensive abilities rely purely on luck affecting the environment, and that just wouldn't work in stopped time. It's not like Love Train where there is an actual force-field protecting Funny.
There is a world where DIO loses to Toru because of a lucky sunlamp nearby, or by trapping him in place until sunrise, it is possible. But those are 2 times out of 100 where DIO insta-kills Toru in stopped time or he takes several Calamities, survives them because he's a vampire and there are people nearby to drink blood from to heal (and there's nothing Toru can do to stop DIO from killing those people and healing), and then insta-kills Toru in stopped time. Even if Wonder of U does the Soft And Wet thing where it causes The World to hurt DIO, DIO can survive attacks from The World and, as a vampire, is strong enough to kill Toru in stopped time without even using The World.

It's funny how Speedwagon is going to be the only playable character in All Star Battle R without any powers. He's just a guy. No Stand, not a Vampire or Pillar Man, no Spin or Hamon. Just a dude.

So the very instant DIO even thought of pursuing Wonder of U he'd be hit by a calamity that'd prevent him from activating The World. It doesn't even have to be one that kills him, just one that inflicts a serious head injury. Head injuries mess up DIO since vampires in this series are made by acupuncture altering their brains.

Also, Wonder of U isn't that precise or knowledgeable about how best to kill someone, and usually the first few Calamities are fairly minor, you just bump into something and break a leg. Toru would have to figure out that DIO is a vampire before he is able to utilize Wonder of U to its fullest extant.
Toru doesn't do anything to utilize the Stand's power. It's automatic.
Even Wonder of U has no idea what exactly will happen to stop a pursuer. The only guarantee is that it hinders the pursuer.

Toru switched the priority of Calamity from Josuke to Yasuho when she approached him and called Kei, and they also mention that the more and longer you pursue Toru, the more severe the Calamities become.
It's not just 100% Max Level Calamity, all the time, to everyone pursuing him.
That's because one of the limitations is that Wonder of U can only stop one pursuer.
And the escalation is basically the calamities going from "stopping the pursuer for the moment" up to "stopping the pursuer forever."

I feel like there's more working against DIO than not against Tooru, like:
- Wonder of U not already being active and screwing him.
- Wonder of U not working in stopped time.
Time might be stopped and motion might be necessary for a majority of the calamities, but basic physics still apply to DIO like when we see the magnet still function in stopped time. Something like that could turn into a near-fatal disaster for DIO.
- DIO using The World right away and using it efficiently.
Which he isn't wont to do. He could have ended Polnareff but decided to put him back at the bottom of the stairs repeatedly. He could have ended Jotaro before the latter had any chance of fighting back but decided to punch him first.
And that's the cincher. If DIO pursues or gets any motivation to pursue/attack Tooru directly without stopping time the calamities start. Born This Way somehow got impaled by a steel rod just being in the presence of Tooru.
DIO would win if he froze time before WOU activated and assuming nothing he did in stopped time tripped a calamity, and assuming he went for a killshot the way he did Kakyoin and Joseph.
But come on, this is DIO. He practically invented flexing.

Which might actually have an interesting interaction with DIO's Born Lucky status.

Disgusted, but not surprisedI'm kinda curious if Wo U just starts using the enemy's body as a source of misfortunes if it can't activate anything else, say, cause of the time stop. This is total naturally, but maybe it'd just end up giving DIO a random vampire aneurysm or other internal damage if it couldn't affect anything else.

I don't think Kars or Dio could take Toru. Like I'm pretty sure the calamities would just taken the form of things that they are vulnerable to. Like Dio might get stuck somewhere exposed until sunrise. Kars might fair a bit better, just because it's harder to think of things that can hurt him, but 'things coincidentally just happening to go wrong in the exact right way to screw him over' is kind of how Kars was defeated in canon anyway, so.
